About the Position: You will be in a key staff position as the Administrative Officer for the Division.

Duties
Assume a major portion of the administrative workload and responsibility, relieving the Chief of day-to-day and continuing financial, personnel, and administrative matters
Collaborate with branch and section chiefs and technical managers to keep informed and participate in planning, scheduling, and follow-up of work progress to provide needed resources and support.
Prepare and present briefings; compose presentation drafts, and develop graphics for a variety of administrative activities
Work with managers and district administrative support offices to formulate and implement policies and procedures for budget and control of funds
Responsible for developing and administering policies, procedures, and methods for implementing financial planning and management systems
Initiate the development and gathering of the Operating (Functional) Budget for each section and facility account in the Division
Develop, analyze, and revise the Division's OandM budget.
Coordinate with the Civilian Personnel Advisory Center on staffing, classification and recruitment actions. Monitor Requests for Personnel Action (RPA).

Minimum Qualifications for the GS-11:
Specialized Experience: One year of specialized experience which includes analyzing financial, personnel, and/or material needs; developing budgetary items such as estimates, justifications, allocation of funds and resources; and assessing internal processes and procedures. This definition of specialized experience is typical of work performed at the second lower grade level/position in the Federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, finance, accounting, business administration, or a related discipline to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
