Duties

Leads three or more Human Resources Assistants (Military/OA) in the performance of assignment processing and related military duties. Serves as an authority on all actions required for PCS or Permanent Change of Assignment (PCA) for military personnel. Oversees significant aspects of the assignment program. Uses multiple office automation software with varied functions to produce a wide range of documents, formats, etc., pertaining to the military relocation, separation, and retirement program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support, Human Resources Assistance, Series 0203. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of a body of standardized military HR rules, procedures, or operations requiring considerable training and experience relating to the assigned military personnel area(s) to perform the full range of standard transactions and to resolve recurring problems. Knowledge of the format, contents, and uses of the military personnel record. Knowledge of the organization and its functions and programs to answer inquiries of a general nature or to refer them to the responsible staff member. OR EDUCATION: Successfully completed graduate level education in a field directly related such as, Human Resources, which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a standardized body of military personnel regulations and procedures relating to military assignments, the format, content, and uses of the military personnel record and the procedures and requirements regarding its maintenance. 2. Knowledge of military organization structure, protocol and similar matters. 3. Knowledge of the military personnel automated system and various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Knowledge of general office administrative and clerical procedures 4. Skill in typing; a qualified typist is required. Ability to communicate effectively, orally and in writing. 5. Ability to inspire, motivate and guide others toward goal accomplishment. 6. Ability to recognize and analyze problems, conduct research, summarize results and make appropriate recommendations. Ability to research, select, interpret and apply rules, instructions and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
