About the Position: Incumbent will develop communication plans and public affairs guidance, provide advice and counsel to leaders throughout the organization's story, and serve as the editor of the monthly employee newletter. Incumbent will support the planning and execution of a variety of internal and external events designed to share/exchange information.

Duties

Implement a variety of public and internal information programs. Create and write multifunctional informational products, fact sheets, folders, news releases, video scripts, public facing websites. Develop, coordinate, and disseminate information about U.S. Army Corps of Engineers programs objectives, and functions to both internal and external audiences through a variety of media. Designs and implement information and/or outreach campaigns. Serve as editor of the monthly employee newsletter.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Must have and maintain a valid state drivers license at the time of appointment.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Communications, Public Policy, or Public Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-09): Specialized Experience: One year of specialized experience which includes preparing and disseminating products such as news releases, articles, speeches (2) researching, writing, and disseminating sensitive information or (3) producing varied communication products for internal and external audiences OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Administration, Public Policy, or Public Communication. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
