This position serves as a Staff Assistant within the Office of Communication (OC), Office of the Under Secretary for Benefits (OUSB), and Veterans Benefits Administration (VBA), and reports to the Supervisory Executive Assistant/Chief of Executive Support.

Duties

Specific duties include: Serves as senior confident and administrative specialist, responsible for ensuring the activities of the Office of Communication are coordinated efficiently and effectively. Serves as point of contact for business lines and administrative staff seeking non-routine assistance and/or information from the Office of Communication. Serves as timekeeper for OC employees, ensuring employee's leave is entered correctly and timely. Adheres to Federal and agency policy and procedures when requesting information regarding leave and when making changes to leave entered by employees. Validates timecards prior to submission to payroll. Coordinates requests for equipment, furniture, repairs, renovations, space, telecommunications, and supplies for OC. Coordinates events, meetings and presentations for OC leadership, including developing content for presentations, writing talking points and gathering data. Supports OC with official tasks and requests for information from organizations outside the OC team, including management of VIEWS case files. Assists with in-house budgetary-related actions. Arrange travel and itineraries for the OC leadership team and maintain regular communications while members of the team are in travel status. As a credit card/purchase card holder for supply procurement and training, the incumbent ensures that purchases and training are entered and billed correctly. Assists in preparing for budgetary mid-year and year-end reviews. Create and update key metrics in advance of key meetings with VBA budget office. Guides on matters about personnel administration actions, such as end-of-year performance reviews. Gather, prepare, and submit the necessary documents required for the onboarding and offboarding of personnel. Monitors contracts supporting OC and serves as an alternate communication liaison between the contractor and the office including reviewing and approving status reports and invoices, evaluating contractor performance, and coordinating with the Contracting Officer and the Acquisitions Office to modify and renew contracts. Assist with gathering, preparing, and submitting documents required for personnel administration actions, to include end of year performance reviews. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/24/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-11 position you must have served 52 weeks at the GS-9 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-11 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized equivalent to at least a GS-09 that has equipped them with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must be in the development, coordination, and execution of major administrative program operations for a large government organization or senior departmental office. Candidates must show demonstrated experience and expert knowledge as follows: Experience assisting in the coordination of administrative program activities for a federal organization and providing technical information to ensure effective and efficient execution of program operation. GS-12 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized equivalent to at least a GS-11 that has equipped them with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must be in the development, coordination, and execution of major administrative program operations for a large government organization or senior departmental office. Candidates must show demonstrated experience and expert knowledge as follows: Experience leading the coordination of administrative program activities for a federal organization and providing technical expertise to ensure effective and efficient execution of program operations. Experience reviewing administrative programs and functions to identify and resolve complex issues and problems. GS-13 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized equivalent to at least a GS-12 that has equipped them with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must be in the development, coordination, and execution of major administrative program operations for a large government organization or senior departmental office. Candidates must show demonstrated experience and expert knowledge as follows: Demonstrated experience in formulating new concepts, principles, and methods, and advising top agency management officials on the development and implementation of administrative policies, programs, and initiatives. Experience in the management and oversight of administrative program activities for a senior departmental office and providing guidance and technical expertise to ensure effective and efficient execution of program operations. Experience analyzing administrative programs and functions to identify and resolve complex issues and problems and developing and recommending improvements to program policies, processes, and methods. Proficient in SharePoint development and administration. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
