This position is located in the Division of Environmental Health Services at the Shiprock District Office under the Office of Environmental Health and Engineering, Navajo Area Indian Health Service. The purpose of this position is to provide overall management; supervision and leadership for the Division of Environmental Health Services staff.
Duties
Plans, organizes, directs and evaluates a comprehensive environmental health program and activities in accordance with federal, State, or Tribal codes and ordinances. This includes developing and assuring written program plans are in place at the District and Service Unit levels.
Conducts epidemiological investigations involving exposure to toxic products, radiation, or outbreaks of environmentally related diseases and injuries to limit their spread and prevent future cases. Examples of diseases of concern are typhoid fever, hepatitis, plague, Hantavirus, food borne illness, and vector borne diseases. Control activities may require a combination of steps including health education, proper application of germicides or insecticides, improvements of sanitation facilities and coordination with medical staff.
Oversees that service units develop, organize, and conduct educational programs for schools, groups, BlA, Tribal, PHS, commercial staff, or individuals on a wide-range of topics involving solid waste, food sanitation, infection control, injury prevention and control and etc.
Approves the review of plans and specifications on new construction or major renovations of PHS, BIA, State, Tribal or commercial establishments. As required, coordinates this activity with other Tribal, State, Federal or county environmental health professionals.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Assigns work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Education: A full four (4) year course of study that meets all the requirements for a bachelor's degree, and that included or was supplemented by at least 30 semester hours in a science or any combination of sciences directly related to environmental health (such as sanitary science, public health, chemistry, microbiology, or any appropriate agricultural, biological, or physical science).
OR
Experience: Four (4) year of experience in inspectional, investigational, technical support, or other responsible work that provided a knowledge and a fundamental understanding of, and the ability to use, environmental health principles, methods and techniques equivalent to that which would have been gained through a 4 year college curriculum.
OR
A combination of education and experience as described above.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-12:Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: analyzing substances to determine contamination or the presence of disease, or resolving environmental health problems through collection, tabulation, and evaluation of environmental sanitation data and development and implementation of plans to eliminate or control environmental health hazards.
Selective Placement Factor: Current registration as a Registered Sanitarian (RS) or Registered Environmental Health Specialist (REHS) from a nationally recognized credentialing body such as the National Environmental Health Association (NEHA). Copy of registration must be submitted.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
