This position is located in the U.S. Department of Labor (DOL), Office of Disability Employment Policy (ODEP), Office of the Deputy Assistant Secretary (ODAS), Division of Policy Development.
This position is inside the bargaining unit.
Duties
Major duties for the GS-14:
Develops broad employment policy strategies and concepts of national significance pertaining to current and emerging issues in a variety of federal programs that potentially impact the employment of people with disabilities.
Designs broad assessments of federal disability program requirements and performs thoughtful analyses of relevant program and administrative procedures that integrate the requirements of other related federal programs and offices.
Directs the work of ongoing or ad hoc federal task teams and committees convened under the authority of the ODEP organization, for the purpose of addressing specific complex, technical, and/or sensitive national policy issues that often cross federal agency lines.
Makes decisions and recommendations that have a direct and substantial effect on general ODEP policy areas outlined in federal law and regulation.
Monitors selected areas of national policy concern and makes appropriate recommendations on matters in areas such as current legislative issues and proposals, regulatory notices, ADA court decision implications, external disability programs and systems, technology issues and systems, and other national disability-related activities.
Directs the work of policy staff teams focusing on specific analyses, research, program implementation, and other strategies as determined by the Assistant Secretary, the Deputy Assistant Secretary or the Division Director.
Prepares, contributes to, and assists others to prepare articles, reports, and similar documents which develop, interpret and disseminate vital data and information related to employment and disability.
Develops ODEP/DOL policy options, and recommends policy positions on problems or issues of national significance. Analyzes, organizes, and presents program and application policy options and recommends ODEP positions to the Assistant Secretary and/or supervisor for decision.
Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Requires a probationary period if the requirement has not been met.
- Candidate required to obtain the necessary security/investigation level.
Qualifications
You must meet the Basic Requirements listed and the Specialized Experience to qualify for Policy Advisor, as described below.
Specialized Experience: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized Experience includes two or more of the following:
Developing national and state policy (including legislative and regulatory recommendations) providing guidance designed to improve youth outcomes transitioning from a secondary setting to employment and increase employment opportunities for individuals with disabilities; OR
Implementing legislative requirements to the Workforce Investment Opportunity Act (WIOA), the Rehabilitation Act; titles II (Social Security), XVI (Supplemental Security) and XIX (Medicaid) of the Social Security Act; and transition provisions of IDEA; AND
Developing and briefing outreach materials related to the employment of individual with disabilities.

Education
Applicants may not qualify for this position based on education in lieu of specialized experience at the GS-14 grade level.
