This position is in the Digital Solutions Division, Financial and Business Transformation Staff, Office of Financial Management (OFM), Veterans Benefits Administration (VBA). The Digital Solutions Division
has the responsibility to ensure propriety and validity of the expenditure of all funds and the collection of claims due the United States Government, and related fiscal matters concerning VBA benefit systems
and programs.
Duties
Specific duties include:
Serves as a project and/or team leader in developing system requirements and specifications, managing project implementation, and user acceptance testing efforts (ex. coordinating installation, evaluating, and testing financial systems) with minimal guidance/supervision.
Works independently to make improvements, solve problems and/or take corrective action when problems arise.
Evaluates automated systems to ensure they meet operational business requirements and specifications for the design or modification of computer systems and applications.
Utilizes agile methodology to solicit requirements, formulate user stories, and produce process maps using current technology that are easily understood by business analysts and IT professionals to efficiently communicate business requirements.
Compiles, interprets and analyzes statistics, reports, financial data, and business requirements information to inform management of potential issues and to recommend solutions.
Triages system issues and meets customer data requests.
Mastery of relevant laws, regulations, policies, standards, and procedures under Title 38 and 31 of the United States Code.
Evaluates, monitors, ensures compliance and provides guidance related to fiscal policy, laws, regulations, standards and procedures to management, personnel, and clients.
Evaluates existing and develop new automated financial systems and describe system specifications and requirements to computer programmers.
Provides maintenance support for financial systems operating in production.
Creates and manages workflow and workload management tools using modern web-based applications.
Communicates effectively with leadership and IT professionals about system architecture, system integrations, and technical components of modern IT solutions.
Clearly, concisely, and logically communicates orally and in writing, complicated, technical information to a variety of audiences, including executive level leadership.
Assigns, delegates, and monitors quality of work products of junior team members using independent judgment, analysis of current workload, capacity, and expertise to ensure workload is equitable across the team, balanced against the developmental needs of junior staff.
Mentors and coaches junior and new staff members, providing on the job training, guidance, and advice in navigating the organization, and ensuring developmental needs of team are being met.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/26/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:
Specialized Experience: To qualify for this position at the GS-14 level, applicants must have one year of specialized experience equivalent to the GS-13 level. Examples of specialized experience would typically include but are not limited to: a mastery of the theories, practices, techniques and of Government wide principles, policies and reports in the field of financial management and skill in applying this knowledge to the independent development of financial and accounting policies, standards, procedures and large and complex systems in support of claims or benefit programs; leading or supervising teams/staff in developing and implementing projects related to financial systems.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite. No special physical demands are required.
