This position is part of the U.S. International Development Finance Corporation with the Office of Human Resources Management. As a Human Resources Assistant, you will be independently responsible for a wide variety of human resources support functions including entering personnel and payroll processing actions, providing technical assistance to human resources specialists, conducting new employee orientation, serving as a master timekeeper for the agency, among other duties.

Duties

Serves as an authoritative source on processing procedures for processing actions using the Federal Personnel/Payroll Processing System (FPPS). Processes the full range of human resources transactions, including novel and complex actions, related to recruitment and placement, classification, promotions, within-grade increases, and separations. Determines related actions required and prepares documents related to each case. Assures that required information is input in relevant fields and screens. Serves as a point of contact for the integrated human resources and payroll system (FPPS), the time and attendance system (Quicktime), Employee Express, and eOPF. Provides assistance to all DFC employees in assigned offices and answers questions about basic functionality of the systems and can provide resets passwords upon request. Troubleshoots problems and interfaces with the HRIS Specialist to resolve more complex issues. Maintains electronic Official Personnel Folders (eOPFs). Audits eOPFs for proper placement of all necessary documentation and verification of servicing computation dates. Serves as the Master Timekeeper and Point of Contact (POC) for the time and attendance system for assigned offices. Requests and cancels Time and Attendance (T&A) User IDs for timekeepers and certifiers and sets up T&A employee profiles; resets passwords; advises timekeepers of T&A submission deadlines. Conducts new employee orientation. Provides new hires instructions for completing personnel forms, provides detailed information about agency policies and procedures related to timekeeping, within grade increases, and other relevant employment information. Ensures forms are completed and processed accurately and timely. Understands the difference between appointment types (i.e. Career, Career-Conditional, Transfer, Student Appointments) and answers questions from employees accordingly. Keeps new employee orientation materials (presentation, OHRM intranet site, etc.) current and reviews the process to ensure it is efficient and effective. Utilizes the agency's staffing case management tool (USA Staffing) to retrieve new employee resumes, position descriptions, and other relevant forms (e.g. transcripts) when establishing the employee's eOPF and to initiate Onboarding in the agency's Onboarding Tool (Service Now). Please Note: This is not a Bargaining unit position.

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-07 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-06 grade level in the Federal service that demonstrates your ability in all of the following: Assisting with New Employee Orientation sessions for federal employees to include collecting mandatory forms and answering questions. Using an automated human resources and payroll processing system to process personnel actions related to staffing and pay. Using an automated timekeeping system to process timecards. Using eOPF to manage and index employment records. Applying human resources regulations, policy and procedures related to process appointment, separation, and other employment changes. You may qualify at the GS-08 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability in all of the following: Assisting with New Employee Orientation sessions for federal employees to include collecting mandatory forms, answering questions, and following up with employees and HR Specialists to collect missing documentation. Using an automated human resources and payroll processing system to process personnel actions related to staffing and pay. Initiating and coding a wide variety of Requests for Personnel Actions (SF-52s) and payroll actions. Using an automated timekeeping system to process timecards and to run reports to ensure accuracy. Applying human resources regulations, policy and procedures related to processing a wide variety of human resources actions including recruitment, classification, pay, etc. You may qualify at the GS-09 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-08 grade level in the Federal service that demonstrates your ability in all of the following: Participating in New Employee Orientation sessions for federal employees to include delivering content to participants, collecting mandatory forms, answering questions, and following up with employees and HR Specialists to collect missing documentation. Using automated human resources and payroll processing system to process personnel actions. Initiating and coding a wide variety of Requests for Personnel Actions (SF-52s) and payroll actions. Providing technical assistance to senior human resources specialists and hiring managers in the area of recruitment and placement. Using an automated timekeeping system to process timecards and to run reports to ensure accuracy. Applying human resources regulations, policy and procedures related to processing a wide variety of human resources actions including recruitment, classification, pay, benefits, etc. DFC OHRM utilizes Service Now, Microsoft workflow tools, eOPF, FPPS, WTTS, Quicktime, and USAS to manage HR business functions; therefore, applicants should include in their applications a detailed list of automated business tools used in their day-to-day responsibilities. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
