Duties

Oversees and administers the Sensitive Compartmented Information (SCI) Security Program. Provides technical guidance for program implementation and advisory services to managers and supervisors on the SCI program policies and procedures. Develops, implements, oversees, and monitors policies and procedures addressing classification, dissemination, marking, transportation, reproduction, accountability, and control of collateral and SCI material. Participates in the day-to-day planning, implementation, and administration of the site’s SCI security program. Based on Defense Intelligence Agency (DIA) and Department of Defense (DoD) guidance, recommends the types of control requirements, procedures, and facilities needed. Conducts SCI indoctrination briefing and debriefing, as well as new employee and annual training. Makes recommendations to the SIO regarding the need-to-know for individuals requiring SCI and SAP access.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

  • Designated security is Special Sensitive/Sensitive Compartmented Information (SS/SCI).
  • Must obtain and/or maintain a Security Fundamentals Professional Certification (SFPC).

Qualifications

GS-11: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: participating in a Sensitive Compartmented Information (SCI) Security Program and the Special Access Program (SAP), providing technical guidance to managers and supervisors on SCI and SAP program policies and procedures, determining who has access to Sensitive Compartmented Information (SCI) Security Programs and Facilities (SCIF's) and safeguarding national security information with emphasis on classified or other sensitive information. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you MUST submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
