Duties

This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10) with promotion potential to $181,216.00 (GS-14 Step 10). The Operation Research Analyst provides quantitative and qualitative analysis to assist senior leaders in decision-making and problem solving of complex operational issues including top-level strategizing, planning, forecasting, allocating resources, performance measurement, scheduling, system design, gap analysis, logistics management, budget analysis, work distribution and database analysis. Duties and responsibilities include: Serving as an expert analyst and/or advisor to senior management. Preparing and presenting technical briefings, white papers, executive summaries, and other communications vehicles necessary to achieve goals and objectives. Compiling results of formative and summative mission operations programmatic statistical analysis and developing presentation and communication strategies to assist leadership with program decisions using simplified graphics, charts and plain English descriptions of the conclusion substantiated by numerical methods. Handling and providing analysis on sensitive information, and systems/databases that house sensitive information such as investigative case data (both criminal and administrative), personnel security data on employee and applicant suitability, credibility assessment information specific to applicant polygraph, and Office of Inspector General audit and inspection data. On an as needed basis, performing analysis on classified data. Initiating and making general arrangements for furnishing information and conducting studies.

Basic Requirement: Supporting documentation is required, please see the Required Documents portion of this announcement. Degree in Operations Research; OR At least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. AND, Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing research analyst duties such as: Applying mathematical/statistical techniques to serve as an authority for program operations. Providing statistical input for operations guidance Developing statistical models for analysis of resource data to meet command's requirements. Briefing assigned topics to applicable working groups NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/01/2024. Current and former federal employees may be required to serve or complete a probationary period. Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) Eligibles: If you have never worked for the federal government, you are not CTAP/ICTAP eligible. To be considered well qualified under CTAP/ICTAP, you must be rated at a minimum score of 85 for this position. In addition, you must submit a separation notice; your most recent SF-50 (noting your current position, grade level and duty location); a copy of your most recent performance rating; an agency certification that you cannot be placed after injury compensation has been terminated; an OPM notification that your disability annuity has been terminated; or a Military Department of National Guard Bureau notification that you are retired under 5 U.S.C. 8337(h) or 8456. You may be asked to provide a copy of your recent performance appraisal and/or incentive awards. Additionally, if you are a former federal employee, and have been separated from Federal service for over 52 weeks, it is recommended that you submit your most recent rating of record (performance appraisal) when applying.
