This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at the U.S. Army Corps of Engineers, New England District Headquarters in Concord, MA.

Duties

This position is responsible for providing technical expertise for New England District's (NAE'S) mission in support of the United States Environmental Protection Agency (EPA) Superfund Program. This position is also responsible for supporting the Department of Defense (DOD) Defense Environmental Restoration program (DERP) for the Formerly Used Defense Sites (FUDS). Technical expertise is provided to active Installation, Base Realignment and Closure (BRAC) sites, Formerly Utilized Sites Remedial Action Program (FUSRAP), and other customers as needed. Projects involve characterization and cleanup of hazardous, toxic and radioactive waste (HTRW) sites in USEPA Region No. 1 (six New England states) and other mission areas. The projects generally include, but are not limited to, the North Atlantic Division (NAD) division boundaries. Serves as a technical expert with authority for all aspects of toxic and hazardous waste site field investigations, feasibility studies, remedial action designs, plans and specifications. The incumbent advises on sampling, and analysis of alternatives for toxic and hazardous Waste site operations to determine the presence, nature and extent of chemical contaminants.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• The incumbent must be willing to obtain and maintain a valid state issued driver's license within 30 days of employment.
• Incumbent must complete a 40 hour OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER) worker protection training within six months of employment.
• This position requires the completion of a baseline medical monitoring physical and annual audiometric testing as needed.
• This position may involve occasional fieldwork on evenings and/or weekends.
• This position requires the ability to lift up to 25 pounds individually, or 50lbs with assistance on occasion.
• This position requires the performance of work in a field setting, sometimes involving moderate hazard in precipitous terrain and exposure to varying and extreme weather conditions.
• This position may require the incumbent to ride on boats and work on barges or other marine plants.
• This position may require the ability to climb, stoop, bend, or stand for long periods of time.

Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. Basic Requirement for the Geologist 1350 Series: A. Degree: Bachelor's degree (or higher degree) in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. OR B. Combination of Education and Experience: Course work as shown in A above, plus appropriate experience or additional education. (Note: Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence. To receive credit for geological experience obtained in positions that are not full-time professional geological positions, the applicant is responsible for indicating clearly the actual time or percentage of time devoted to geologic duties within such positions, and for giving adequate descriptions of the geologic functions.) Basic Requirement for the Biologist 0401 Series: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience Requirements: GS-12 One year of specialized experience includes MEETING THE FOLLOWING: 1) Perform instrumental analysis of environmental samples containing metal and/or organic contaminants using SW 846 or similar methods and; MEETING ONE OF THE TWO FOLLOWING: 2) apply Quality Assurance/Quality Control procedures to perform environmental chemistry data reviews; and 3) provide advice on chemistry matters for the characterization of contaminated sites. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) or equivalent level.
