About the Position: This position is located in the Marine Programs Section of the Environmental Resources Branch in the Planning Division at the US Army Corps of Engineers, New England Headquarters in Concord, MA.

Duties

This position functions as the District's Senior Specialist and expert in the evaluation of dredged material for disposal in open water under Section 103 of the Marine Protection, Research, and Sanctuaries Act and Section 404 of the Clean Water Act Assignments involve work on projects concerning dredged material management and associated environmental compliance with an emphasis on marine/estuarine systems in the civil works dredging and Regulatory programs. Serve as expert witness for the District in court actions. Investigate, develop and recommend policy and procedural changes to improve the effectiveness and efficiency of the dredged material evaluation program. Provide expert quality control review to support the District Quality Control and National Agency Technical Review (ATR) of suitability determinations and related documents prepared by all staff within the Environmental Branch. Provide mentoring and on-the-job training to less senior planners and ecologists.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent will be required to work on boats in lake and coastal environments.
  • Ability to obtain and maintain a valid state driver's license within 30 days of employment.
  • Incumbent is required to wear flotation devices while working aboard boats.
  • Prolonged standing, bending, and walking on rough and uneven terrain is required.
  • Position requires incumbent to work in inclement weather (e.g. hot and cold temperatures).
  • Relocation/Recruitment/Retention Incentives are NOT authorized.
  • PCS/Moving Expenses are NOT authorized.

Education Requirements: All applicants must meet one of the following education requirements: Basic Requirement for the Biologist 0401 Series: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Requirement for the Ecologist 0408 Series: Degree: Bachelor's degree (or higher degree) in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes meeting three of the following: 1) Lead technical aspects of dredged suitability determinations; 2) Develop scopes of work; 3) Review reports for disposal sites for compliance; and/or 4) Provide authoritative guidance in compliance with Section 103 of the Marine Protection, Research and Sanctuaries Act and/or Section 404 of the Clean Water Act. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Customer Service (Clerical/Technical)Planning and EvaluatingProblem SolvingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
