You will serve as a SUPERVISORY CONTRACT SPECIALIST in the ACQUISITION SUPPORT LINE of NAVAL FACILITIES ENG COMMAND MARIANAS.

Duties

You will oversee and promulgate all policy, procedures, and guidelines for the contracting process and analyzes data submissions for higher headquarters. You will implement, manage, deploy and monitor all information technology systems from a contracting perspective (e.g., Contracts, contract writing system, and the contracting responsibilities) for Contracting and Subordinate Commands. You will perform strategic community management for Contracting to include involvement in the management of staffing and budgeting, developmental position recruitment selection, workforce shaping and succession planning. You will manage data collection program requirements and manage Career Development Programs. You will conduct Management Assist Visits (MAVs) and Procurement Management Assessment Program (PMAP) audits of field offices and subordinate organizations. You will analyze the Contracting Support Line's annual Budget Allocations, to include mapping contracting billets appropriately to the organization's fund sources and budget controls.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, developing and establishing contractual strategy of acquisition program; management of community of contract specialists, allocation of budgetary resources, and crafting policy for a command on a variety of acquisition issues. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
