You will serve as a CONTRACT SPECIALIST in the Naval Facilities Engineering Command of NAVAL FACILITIES ENG COMMAND MARIANAS. A Cost-of-Living-Allowance (COLA) of 12.25% will be added to the stated salary. COLA is subject to change without notice. Duties

You will provide assistance to technical specialists of the requisition program/project office in the preparation/development of contractually acceptable specifications, work statements, and quality assurance criteria. You will perform all contractual pre-award functions. Determine the need for clauses to cover special conditions, such as inspection and acceptable, liquidated damages and government furnished equipment/property. You will Analyzes and evaluate cost and pricing data to determine cost or price reasonableness. Analyze contractor proposals to determine reasonableness, allowability, and allocability of cost. You will conduct post-award conferences with the contractor to clarify contractual requirements and special provisions. You will resolve requests for equitable adjustments, claims, disputes. Analyze entitlement and quantity issues.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • The employee may be required to obtain a NAVFAC contraction officer warrant.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • The employee may be required to travel overnight on occasion.
  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing contractual procurement and administration services with responsibility for Pre-Award and Post-Award functions (e.g., cost analysis, negotiations and administration of services, materials and equipment) associated with a diverse contracting operation involving foreign countries. Basic Requirements

  1. A 4-year course of study leading to a bachelor's degree with a major in any field;

    or

  2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
