Duties
This Financial Specialist position is located Enterprise Support (ES), Security and Administrative Services (SAS), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Performs financial analysis on spend plans and works with multiple Divisions/Branches in distributing and/or monitoring spend plans to ensure proper execution and fund controls are being exercised., and may act as a contributing specialist for large projects/programs/activities.
Generates necessary reclassification of funds to purchase requests as needed to ensure that carryover funds are quickly obligated. Performs analysis on purchase requests (commitments) to determine if funds are current year of carryover.
Leads in evaluating and analyzing outstanding Undelivered Orders (UDOs), works with program Contracting Officer's Representative (COR) and Contracting Officer's Technical Representative (COTR) to determine the proper UDO status, and follows up to ensure UDO's associated with expired contracts are properly closed out.
Serves as a Funds Certifier and/or Approver for purchase requests ensuring the use of the proper line of accounting, object class, and accuracy of the Office's financial reporting.
Serves as liaison between office and the CFO Budget Office ensuring that all budget tasking's from CFO are completed timely and resolves most problems and work issues.
Designs new and changing financial management programs and priorities to address changes to laws, regulations, and finance central to TSA's mission, and performs assignments that regularly require interpretations of internal and external policies and extrapolations from precedents.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Implementing and evaluating complex financial programs, policies, and accounts; and
Experience performing budget and financial analysis on spending plans and purchase request; and
Applying federal financial policies and processes in order to ensure compliance with applicable laws and regulations.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
