WHAT IS THE TAXPAYER SERVICES (TS) (FORMERLY KNOW AS WAGE & INVESTMENT) DIVISION?

Vacancies will be filled in the following specialty areas:
Taxpayer Services, Operation Support, Capital Management and Oversight, Learning and Education
The following are the duties of this position at the full working level.
Communicates the Agency's mission, vision, and values to team members and ensures integration of such into the overall Agency's and Business Unit's goals, objectives, strategies, work plans, and products and services in accordance with IRS policies and directives.
Provides customers and team members with on-going advice and assistance relative to the business unit's strategic goals and objectives and its impact on any Service-wide policies, programs, practices and issues.
Directs the team in broad complex long-term studies and research that require application of advanced analytical techniques in order to make recommendations related to learning systems requirements and changes.
Establishes learning systems program goals and objectives (i.e., course design and development strategies, training delivery processes, technology enabled learning enhancements and processes, etc), ensures timely execution of program activities, and determines approaches to achieve goals. This process includes formulating, administering and adhering to the business unit policies and procedures and participating/leading task forces or special projects to accomplish such goals and objectives.
Articulates work assignments, projects, problem areas, significant issues, and deadlines for completion to team members. Leads the team in identifying, distributing, and balancing workload based on established workflow and skill levels. Makes adjustments to complete work assignments based on priorities and/or deadlines. Ensures integration of team members in developing the final team product (s).
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Experience with learning and education approaches to evaluate viable approaches for meeting organizational objectives for performance improvement.
Experience with organizational learning theories and technologies, including management and its business value and use in addressing a wide range of business goals and objectives.
Experience with theories of instructional design and the application of performance-centered design to enable business process improvement.
Experience using a broad range of performance support tools and techniques to plan and direct the development of system components including on-line help, computer-based training and complete integrated performance support systems.
Experience in the latest developments in performance support outside the agency to develop and expand performance support systems and their components for Service application.
AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
