A successful candidate in this position will serve as a Human Resources Specialist (Recruitment, Placement, Classification) performing the full range of those functional duties for a wide variety of scientific, engineering, professional, administrative, technical, and clerical positions in both the competitive and excepted service. The full range of appointing authorities will be used to include special authorities and veterans hiring.

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band, NQ-01 or GS grade in the Federal service, GS-7/08. You may also qualify with: A master's or equivalent graduate degree in a related field of study; or 2 full years of progressively higher level, qualifying graduate education leading to such a degree; or a combination of qualifying graduate level education and specialized experience at the next lower pay band or grade level. Any of the above must have equipped you with the competencies to perform successfully the duties of this position.
Specialized experience for this position is defined as experience performing at least 2 of the items listed below. You are required to include examples of this experience in your resume. If you do not provide examples, your application will be considered incomplete and removed from further consideration.
Experience coding Title 5 federal personnel actions in accordance with OPM Guide to Processing Personnel Actions. (This may include actions resulting from delegated examining, merit promotion, direct hiring authorities, and noncompetitive hiring options for both competitive service and excepted service.)
Experience performing job analysis and crediting plans/assessments; drafting and posting vacancy announcements;
Experience reviewing applications for eligibility and qualification determinations; issuing certificates; setting pay.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.

Education
Master's or equivalent graduate degree in a related field of study
or
2 full years of progressively higher level, qualifying graduate education leading to such a degree
or
A combination of qualifying graduate level education and specialized experience.
