Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will formulate budget and estimates to support plans, programs, and activities. You will present and defend budget estimates before authorities; review and evaluate budget requests; control and reporting of obligations and expenditures. You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations. You will perform fiscal, accounting, or other financial management duties and responsibilities.

Requirements

• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.

• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

• This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing duties and applying regulations/guidelines to accounting, budget, and other related financial management work (e.g.,preparing, reviewing, and tracking budget requests and tracking obligations, expenditures and allotments). Additional qualification information can be found from the following Office of Personnel Management website:General Schedule Qualification Standards (opm.gov) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
