This position is located in the Legislation, Regulations & Policy Section (LRPS), Assessments Unit, of the Federal Deposit Insurance Corporation (FDIC). The incumbent serves as Counsel (Lead) under the Senior Counsel of the Assessments Unit, and the Assistant General Counsel, LRPS, and under the general supervision of the Deputy General Counsel, Supervision, Legislation & Enforcement Branch.  

Duties

Serves as Team Leader, leading other Counsel, attorneys, paralegals, and administrative support staff under the supervision of the Senior Counsel. Serves as an alternate to the Senior Counsel (or Supervisory Counsel, as appropriate) when assigned in designated matters, and acts in his or her absence. Assists in overseeing the performance of Assessments Unit counsel, attorneys and legal staff, provides recommendations to the Senior Counsel or Supervisory Counsel (as appropriate) regarding the performance of staff, and performs administrative duties associated with this responsibility. Prepares written briefings and conducts oral briefings for FDIC senior management and staff and individual members of the FDIC's Board of Directors, Board-level committees (including the Office of Supervisory Appeals and the Assessment Appeals Committee), and advisory committees (including the Advisory Committee on Economic Inclusion and the Advisory Committee on Community Banking). Provides advice and counsel to senior management and agency staff concerning complex and precedent-setting issues arising out of technological advances and developments in financial technology companies and new financial products, including in areas such as deposit insurance risk-based assessments that fund the Deposit Insurance Fund, and examination policy. Provides advice, assistance, and recommendations to the Senior Counsel on highly specialized and complex policy-oriented legal work relating to the FDIC's supervisory and regulatory functions, with particular emphasis on the development of regulations, legislation, and FDIC legal/supervisory policy guidance, and the interpretation and application of the statutes and regulations governing federal deposit insurance.

This position has a positive education requirement, transcripts must be provided showing degree conferred. Official transcripts must be provided prior to appointment. • Education: All attorney and law clerk trainee positions have a minimum requirement of completing a Juris Doctorate (J.D.) or Bachelor of Laws (LL.B.) or Master of Laws (LL.M.) from an accredited school (accredited by the American Bar Association (ABA). • Bar Membership: All attorney positions require current active bar membership (hold active license to practice law). Admission to the bar of any State, territory, Commonwealth of Puerto Rico, District of Columbia, or Federal Court is acceptable. Employees must maintain active bar membership while employed as an attorney with the FDIC. Active Bar membership must be verified prior to appointment. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 14 grade level or above in the Federal service.   Specialized is defined as experience providing legal counsel to the FDIC Board of Directors or other senior Corporation management and policy makers on the Federal Deposit Insurance Act, consumer protection laws, and other federal banking laws and regulations.
