The position serves as an assistant to the Chief of Medical Service and the Administrative Officer. Medical Service includes the following clinical sections: Cardiology, Gastroenterology, Renal Disease, Infectious Disease, Hematology/Oncology, Rheumatology, Endocrinology, Hospitalists, Dermatology, and Pulmonary/Critical Care. Incumbent provides technical and administrative assistance to the supervisors, physicians, and clerks, including budget and personnel management actions.

Duties include but are not limited to the following: Staffing Administrative Duties Responsible for coordinating routine review of position descriptions within Medical Service and advising supervisors of review and update requirements. The incumbent serves as an advisor to supervisors within the service on personnel and administrative matters using knowledge of federal and agency policy, laws, and regulations. Incumbent monitors and assist in the gathering of information for Professional Standards Board and Credentialing and Privileging. This includes obtaining information for licensing, social security number, birthplace, education and experience, as well as obtaining signatures of Chief of Staff or Service Chief for hospital privileges. The incumbent plans all visits by physicians being considered for positions in the Medical Service, to include logistical matters (accommodations, travel and transportation, financial reimbursement, etc), and together with the Section Chief, drafts interview schedules and then coordinate a final schedule by personally contacting all persons on the agenda and arranging their participation in the interview process. Budget Duties The incumbent is required to perform analysis of data and information pertaining to special projects requested by the service chief or administrative officer. Incumbent serves as Medical Service's Technical Representative on contracts within the Service. The COTR represents the requiring activity and manages the performance of the contractor from a technical perspective, due to the medical scope, requirements, and type of contracts within the service (such as organ transplants). Works closely with the Inventory Technicians by reviewing and approving requests for supplies and equipment purchased from the Control Points in Medical Service. Incumbent serves as the special project team leader. Special project reports may require both written and computer generated formats. Special projects may involve data collection and analysis, coordination of space, equipment, and personnel. Maintains quarterly reports which track current Medical Service staff salaries and their cost to the service. Approves all purchase card reconciliations; monitor the purchases to ensure they are within purchase card guidelines and policy. Incumbent is responsible for monthly purchase card audits and reports. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

GS-7: SUPERIOR ACADEMIC ACHIEVEMENT: A bachelor's degree and superior academic achievement S.A.A. (S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1. Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.)--Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. 3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991). Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (Unofficial Transcripts required) OR EDUCATION: One full year of graduate level study, or possess a master's or higher degree, e.g., LL.B, J.D., LL.M., Ph.D., in a field that provided the knowledge, skills, and abilities necessary to do the work. (Unofficial Transcripts required) OR SPECIALIZED EXPERIENCE: At least one year of specialized experience. This experience is equivalent to the next lower grade level in federal service. Specialized experience includes, but is not limited to: Experience with personnel management principles, theories, practices, and techniques to assist in the understanding of policies and procedures pertaining to pay, performance, recruiting, and systems; analyses and evaluates methods and techniques to identify and resolve procedural issues and problems; familiarity with pertinent laws, regulations, and policies which affect administrative operations and areas of responsibility, such as current and changes to regulations and policies implemented by the Immigration and Naturalization Service and the Department of State; experience with management principles, practices, methods and techniques to perform projects related to management and methods improvement; communicates orally and in writing, both individually and in groups, to provide information related to organizational, administrative and procedural matters; experience in the use of personal computers, systems/applications, and organization office automation applications to include word processors, spreadsheets, database, presentations, e-mail system and other application as specified by the organization for creating forms, correspondence, and reports and to enter and retrieve data. OR COMBINATION OF EDUCATION AND EXPERIENCE: Less than the full amount of graduate education described in EDUCATION and less than the amount of experience described in SPECIALIZED EXPERIENCE, but possess a combination of the type of education and experience (Unofficial Transcripts required) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
