This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Rucker, and Monroeville, Alabama, Fort Benning and Columbus, Georgia and the Montgomery VA Clinic. This position is located within the Veterans Affairs Central Alabama Health Care System Pharmacy. The certified GS-9 Pharmacy Technician Supervisor is responsible for the supervision of all Pharmacy non-pharmacist technical staff and volunteers. The incumbent operates on a broad delegation of authority with independence of judgment and action. Incumbent evaluates, coordinates, and provides supervisory oversight for all technical aspects of pharmacy operations involved with workflow, including floor stocking, medication delivery, ward inspections, narcotic vault oversight, inventory procurement and maintenance, infusion room support, medication dispensing. Incumbent supervises and provides technical oversight to manage personnel and work assignments that assures completion of pharmacy workload such as personnel scheduling, time-and-attendance oversight, and oversight for quality assurance activities. Major duties include, but are not limited to: Develop the work schedule, plan and grant leave and rotate duties of the pharmacy technician staff. Effectively manages technical staff to assure workflow is optimized within assigned service area. Coordinate day-to-day maintenance and operation of pharmacy area equipment and automation. Oversee the narcotic vault(s) and other specialty areas as required and assigned. Support with infusion services staffing, ancillary needs, as required and assigned. Responsible for ensuring all employees meet performance standards and competencies. Identify areas for improvement as needed. Assists the Chief of Pharmacy in interviewing and selecting new employees and candidates for promotion and/or reassignment. Review on annual basis each subordinate's competencies and complete performance evaluations for subordinates. Recommend counseling and disciplinary action based upon conduct under the supervision of the Chief of Pharmacy Supervisor with guidance from Employee Labor Relations. Conduct technician meetings to assure proper updates of departmental and hospital communications. Prepare various management reports as delegated to include, but not limited to: High-cost drug inventory, ward stock, automation, competency, and controlled substance reports. Develop and implement necessary administrative audits such as wait time audits and workflow analysis. Assists in preparation of national, local, and special accreditations of pharmacy service. (Joint Commission, Inspector General, Controlled Substance Inspections, Drug Enforcement Agency) This includes documentation record updates, development of specific training and preparation of staff and compliance of policy and procedures. Proactively evaluates and analyzes data for self-driven (independent) performance improvement projects, workload analysis and statistical reports. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C § 7403(f). Certification - For positions above the full performance level, the candidate must pass a national certification exam and hold an active national certification through either: Pharmacy Technician Certification Board (PTCB) as a Certified Pharmacy Technician (CPhT). OR, National Health career Association (NHA) as a Certified Pharmacy Technician (ExCPT). NOTE: A copy of your certification must be included with your application. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for appointment, the following criteria must be used when determining the appropriate grade assignment of candidates. GS 9 Experience: In addition to meeting the basic requirements, to qualify for the GS-09 candidates must possess one year of progressively complex experience equivalent to the next lower grade level GS-08. This experience includes, but is not limited to: Comprehensive knowledge of concepts, principles, methodology and policies in a specialized area or section of pharmacy (such as sterile compounding, controlled substances, automation, clinical pharmacy, contact center, etc.); Skill in training and orienting new and existing pharmacy facility employees and students on proper policies and procedures; Ability to evaluate, analyze and coordinate workflow and work activities within a specialized area or section of the pharmacy. In addition to the experience above, the candidate must demonstrate all of the following Knowledge, Skills and Abilities (KSAs): 1. Expert knowledge serving as a key resource advising others in their particular specialty area or section of the pharmacy (such as procurement, sterile compounding (USP compounding standards), controlled substances DEA, automation, clinical pharmacy, lead tech, contact center, etc.). 2. Skill in analyzing data for self-driven (independent) performance improvement projects, workload analysis and statistical reports. 3. Skill in solving problems and implementing corrective actions to maximize outcomes in their program area. 4.Ability to maintain special accreditations and prepare for national reviews/inspections (e.g., The Joint Commission, Inspector General, American Society of Health System Pharmacists®, controlled substance inspections). 5. Ability to develop training programs and material for orientation, competency development and educational needs for regulatory requirements within the specialized pharmacy program area. Assignment: Supervisory Pharmacy Technician Additional Knowledge, Skills and Abilities (KSAs) that the candidate must demonstrate: (A) Skill in interpersonal relationships in dealing with employees, team leaders and managers. (B) Ability to utilize staffing methodology principles to determine adequate staffing to coordinate and manage workflow and work activities within pharmacy. Physical Requirements: The work requires regular and recurring physical exertion, involving standing for a prolonged period of time, lifting/carrying/pushing of pharmaceutical supplies weighing up to 50 lb., and bending/stooping. IV room duties require manual dexterity and repetitive motions. Some of the work may be sedentary in nature.
