The position is located in Pharmacy Service with the Department of Veterans Affairs, Central Alabama Veterans Health Care System. The selectee serves as Supervisory Pharmacy Technician. Under the supervision of a pharmacist, pharmacy technicians perform routine pharmacy functions including receiving prescriptions from patients in writing or electronically from physicians.1st area will be given to Facility, VA-Wide, other Fed Agencies.

Duties

The incumbent serves as immediate supervisor for pharmacy technicians. The employee will act on a broad delegation of authority in order to manage and organize activities of inpatient pharmacy technicians, including but not limited to: planning, organizing and reviewing work, resolving personnel matters, and dealing effectively and professionally with employees and union representatives in regards to employee-management concerns. This position also plans, sets priorities, assigns and schedules assigned technician work in the unit to support the overall function of the Pharmacy. Incumbent performs the full range of pharmacy technician duties when necessary. Duties include, but are not limited to: Assigns daily tasks to assigned pharmacy technicians and reviews their work through spot checks, audits and observations for appropriateness, timeliness and accuracy, and ensures technician duties are completed in a timely manner. Develop performance standards that are realistic, challenging, and supporting the organizational mission, vision, and goals. Develop the work schedule, plan and grant leave, certify timecards, and rotate duties of the assigned technician staff. Assess workload volume throughout the day, identify backlogs, and make staffing adjustments as needed to meet organizational and service goals. Assists the Supervisory Pharmacists in interviewing and selecting new employees and candidates for promotion and/or reassignment. Initiate counseling and disciplinary action as warranted. Prepares various management reports as delegated. Develops and implements necessary administrative audits such as wait time and work-flow analysis. Participates in departmental goal planning and quality improvement activities. Encourages pharmacy technicians to report actual and/or potential medication errors or adverse events and participate in quality improvement initiatives to promote patient safety. Responsible for ensuring adequate competency and training of assigned pharmacy technicians. Work Schedule: 8:00am to 4:30pm primarily; occasionally rotating to weekend/holiday/evening/night hours Compressed/Flexible:Not available. Telework: Not available. NOTIFICATIONS: This is not a bargaining unit position. This position is covered by locality-based comparability pay. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. Veterans' preference does not apply for other current permanent Federal agency employees. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above. English Language Proficiency. Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English. Grade Requirements:GS-8 (a) Experience. One year experience at the next lower level (GS-7), and must fully meet the KSAs at the next lower level, which are: Ability to evaluate, analyze workflow, and coordinate work activities. Ability to independently gather, evaluate, and analyze data to generate reports and/or for other projects/statistical purposes. Knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff. Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment. Comprehensive knowledge of the procurement and formulary process. Comprehensive knowledge of investigational drug policies and procedures. Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures. Comprehensive knowledge of, and ability to, analyze data in VA information systems. (b) Demonstrated Knowledge, Skills, and Abilities In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*): *1. Knowledge of human resource management policies and procedures, and the ability to supervise various levels of pharmacy technicians and other technical personnel (for supervisory assignments). *2. Ability to apply management and leadership principles. 3. Ability to communicate orally and in writing. 4. Extensive working knowledge of the pharmacy operation. 5. Ability to assess staff needs and provide appropriate training. (c) Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Pharmacy technicians at this level may be assigned supervisory positions or assignments as lead technicians in a highly complex area of the pharmacy. The GS-8 level is for very select, complex pharmacy technician positions as established by each health care facility. To be advanced, employees must meet all of the following standards, provided the standard is part of their assignment. Determinations concerning placement of positions at this grade level shall take into consideration the skill mix and availability of supervision in the work unit. Although these positions are under the supervision of a pharmacist, employees in such settings successfully and consistently demonstrate the exercise of independent technical judgment (without the need for readily available supervision) as well as comprehensive and thorough working knowledge of the most complex or difficult practices and procedures. Such individuals may also serve as supervisors or in an equivalent assignment in a Pharmacy Service, or for a specific unit or section. Physical Requirements: The position requires frequent walking and standing; repeated bending; moderate lifting and carrying (15-44 pounds); the ability to read handwritten or typed characters with or without glasses; ability to hear conversation voice with or without aid; and emotional and mental stability.

Education cannot be substituted for experience at this grade level.
