Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Social Science Analyst, you will use your knowledge of and experience with the Assistant Secretary for Planning and Evaluation to optimize business results and customer experience by:
Analyzing policies, conduct research activities, and helping coordinate policy development-related activities to improve the health and wellbeing of individuals, families, and communities through health and human services systems and programs.
Designing and implementing research plans using quantitative and/or qualitative methodologies to analyze HHS programs and service populations.
Conducting independent reviews and analyses of budget, programmatic, regulatory, and legislative information and other research and evaluation related to health or human services programs and policy.
Proposing, designing, and implementing innovative research, policy, and program analysis activities to include conducting market research and/or developing and using appropriate quantitative/statistical methodologies to analyze complex datasets and/or employing qualitative methodologies to collect primary data such as survey design, interviews, or case studies to generate evidence to inform recommendations about health or human services system and program improvement.
Developing reports, issue papers, memoranda, presentations, talking points, and other materials that accurately, coherently, and succinctly summarize the existing evidence base and findings of newly implemented research and that include policy recommendations based on such research.
Identifying and maintaining collaborative relationships between ASPE offices, other HHS components, and other Federal agencies and programs, Tribal and State agencies, the health or human service sectors, local programs and grantees, and other partners to provide support and assistance, obtain expert input, and promote understanding of HHS program issues to support HHS program development and effectiveness.

Qualifications
WHAT WE ARE LOOKING FOR
Basic Qualifications Requirement:
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four (4) years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Specialized Experience (Minimum Qualification Requirement)
In addition to the basic qualification requirement you must:
Have at least one year of specialized experience, equivalent to the GS-13 grade level in the Federal service performing ALL of the following:
1) Developing a collection of research to provide expert advice or guidance on the analysis of US Food and Drug Administration (FDA) regulation of medical or food products (i.e., drugs, biological products, medical devices, or human food), medical product development, and/or food safety or food science.
2) Designing and conducting public policy analysis, research, or evaluation of topics related to FDA regulation of medical or food products (i.e., drugs, biological products, medical devices, or human food), medical product development, and/or food safety or food science.
3) Leading workgroups and coordination across multiple science, public health or biomedical programs, fields, or sectors related to FDA regulation of medical or food products (i.e., drugs, biological products, medical devices, or human food), medical product development, and/or food safety or food science.
4) Communicating results from policy analyses, policy research or evaluation projects on issues relevant to FDA regulation of medical or food products(i.e., drugs, biological products, medical devices, or human food), medical product development, and/or food safety or food science.
