This position is located in the Department of Housing and Urban Development, Assistant Secretary for Policy Development and Research.
Duties
As a Supervisory Social Science Analyst, you will:
Serve as Director, Division of Program Evaluation or Division of Program Demonstration and as the principal Social Science Analyst for the major areas of housing and community development research, to include but not be limited to housing discrimination, homelessness, housing affordability, housing quality, and home ownership. This work will include exploring the impact of housing and community development programs and policies on non-housing outcomes like economic self-sufficiency, educational achievement, health and wellness, and resident/community safety to name a few.
Develop research designs for program evaluations and demonstrations on all housing, community development, and fair housing issues, relating to the efficient and effective operation of Departmental programs and activities in these areas.
Oversee the management of contract, grant-funded, and in-house research on housing, community development, and fair housing issues, and evaluates Department programs and activities, in accordance with internally prepared research designs.
Make policy recommendations on the basis of its research, evaluation, and demonstration findings to the Assistant Secretary and higher Department officials.
Manage the Division's evaluation and demonstration activities in the housing, community development, and fair housing areas, by identifying important informational needs and by reviewing evaluation proposals from the Offices of Housing-Multifamily Housing, Public and Indian Housing, Community Planning and Development, Fair Housing and Equal Opportunity, and from elsewhere within or from outside of the Department.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:Specialized experience for the GS-15 is defined as one year of experience at the GS-14 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as:
Designing and conducting social science research and evaluation including designing information collection instruments and matching administrative data; AND
Researching and analyzing data from housing assistance, community and economic development, and fair and equal opportunity programs or comparable social programs; AND
Managing research and evaluation projects and program budgets; AND
Leading a multidisciplinary research staff to coordinate efficient operations.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
Basic Requirements:
Degree: behavioral or social science; or related disciplines appropriate to the position.
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
