About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-14 to 15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Create the framework for strategic plans and guidelines for the long-range planning, development, and coordination of the overall Security Assistance/Cooperation program.
Designs comprehensive studies and detailed analysis of multi-faceted functions and processes to support developing long-range program plans.
Prepare and deliver briefings to large multi-disciplinary groups.
Develops Security Cooperation planning efforts in coordination and collaboration with other United States Government (USG) agencies.
Identifies gaps and impediments that negatively impact successful plan implementation efforts and develops solid and well-researched recommendations for policies/procedures to reduce these gaps.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret clearance.
- A one-year probationary period may be required.
- The duties of this position require occasional temporary duty (TDY) travel up to 10% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 5 years of entrance on duty.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience: 1) Advising on strategy development for Army Security Cooperation. 2) Developing security assistance plans for high-level briefings or for senior leader's approval. 3) Implementing communication plan to ensure successful program execution.
