The primary purpose of this position is to serve as the Facilities and Logistics Specialist, AFOSI 13th Field Investigations Squadron, with comprehensive responsibility for facilities, personnel, logistics, contingency response equipment, and overall management and tracking of the Squadron's readiness standards.

Duties

Plans, maintains, manages facilities for 13th Field Investigations Squadron (FIS). Direct, develop, and perform logistics management operations for 13th Field Investigations Squadron. Plans, organizes, and executes exercise mission support activities for 13th Field Investigations Squadron.

Requirements

  • Work occasionally requires travel away from the normal duty station.
  • Employee must be able to work under pressure. Emotional stability, tact, and maturity are necessary to cope with unusual and stressful situations.
  • Irregular duty hours and overtime may be required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a body of budget and financial management regulations, practices, procedures, and policies related to AFOSI financial management activities. Knowledge of a variety of interrelated steps, conditions, and procedures or processes required to assemble, review, and maintain complex budget accounts for O&M and mission funds. In-depth knowledge of agency procedures and regulations covering the review, validation and submission of a wide range of funds management and financial transactions under appropriated funds and reimbursable accounts to process and extract budgetary data from a variety of forms, documents, and reports; and resolve problems such as validating expenditures, justifying out-of-cycle requirements, verifying the accuracy of budgetary data, adjusting discrepancies, and preparing recurring and special reports; and funding limitations and policies to notify others of possible violations of procedural and regulatory requirements. Knowledge of the government purchase card program OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and understanding of Air Force, DoD, AFOSI and federal financial, personnel, logistics, communications, computers, facility, contracting, and information management processes. Strong understanding to assist in the development of unit resource management policy and provide an authoritative source of advice and assistance for region and field commanders in the practice of sound resource management practices. 2. Knowledge of personal computer capabilities and limitations, peripheral equipment, software configuration, procurement of information technology, and DoD and Air Force automated data processing and networking standards, policies, and techniques to provide a substantial range of technical support and assistance to users of computers and peripherals. 3. Knowledge of travel databases, travel budgetary requirements, DoD mission and exercise planning and execution, and establishing processes to track, report, and brief supervisors on the successes and failures of execution. 4. Knowledge of processes related to procurement of physical property, contracts, budgetary regulations and facility management. 5. Skill in written and oral communication, the use of information technology, and the skill to learn and adapt to future technologies. 6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements, meet deadlines, and objectives within available resources. Ability to analyze personnel records to extract pertinent information and to determine other leads necessary to obtain information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

AFOSI funds management is a particularly sensitive program since funds are closely monitored and used for authorized expenses in support of the AFOSI investigative mission. The legal requirements for managing Advance of Funds (mission funds) are stringent and subject to severe legal sanction if not handled properly.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty.
