This position is located in the Department of Defense (DoD), Washington Headquarters Services (WHS), Facilities Services Directorate (FSD), Integrated Technology Division (ITD). The ITD Director assigns work in terms of broad, general objectives and relative priorities for the completion of the work.

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C. Incumbents typical work assignments may include the following: Determine the methods and approaches to be used and independently plans and carries out the work assignment according to accepted and unprecedented engineering practices. Independently accomplishes the work to be done in accordance with applicable guidelines. Develop solutions to technical and engineering problems which arise. Monitor and/or manage substantial new construction, renovation and improvement projects and/or major recurring services contracts utilizing knowledge in the fields of mechanical, electrical and civil engineering. Assist with the storage, retrieval, development, update, and management of construction details on engineering drawings in Computer Aided Design (CAD) formats and the management of an engineering records program.

  • The incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft, as well as some local travel.
  • The incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.

To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional You may qualify at the GS 12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS 11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability of: application of advanced engineering concepts, principles, practices, methods and techniques in order to manage substantial new construction, renovation and improvement projects and/or major recurring services contracts of buildings/facilities. You may qualify at the GS 11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS 09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability of: application of engineering concepts, principles, practices, methods and techniques to provide technical guidance related to designs, layouts, plans, and specifications of new construction or improvement of buildings. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
