Duties

In this position, you will be responsible for planning and carrying out a wide variety of mission support, workforce management, administrative research, and program planning activities related to the missions and functions of the Mission Readiness Operations Division. You will perform reviews and analysis of budget, management, training, logistics, procurement, and all other areas of mission support resources in support of the Division. This position starts at a salary of $72,553.00 (GS-11, Step 1) to $94,317.00 (GS-11, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. MAJOR DUTIES AND RESPONSIBILITIES: Assisting managers working on disciplinary and adverse actions, grievances, and changes in working conditions that require bargaining with the National Border Patrol Council or other employee union. Maintaining various reports, updating information for the Agency's internal Table Organization (TO) tracker, and monitoring tickler reports and the staffing table. Researching, collecting, and analyzing data to assist with the agency's response to complaints, grievances, and arbitrations Assisting supervisor with managing base pay, premium pay, overtime, and leave entitlements and administration Performing the range of general mission support-related duties, such as scheduling of travel and training, organizing the logistical elements of the Division's work (such as access to vehicles), analyzing non-overtime budget factors, managing the procurement of acquisitions, including pre-award and post-award contracts, and serving as a point of contact for the headquarters or sector office staff on emerging trends affecting the agency or their divisions business process. Qualifications

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Adapting and implementing resolutions to complex workforce issues or advising management on how to proceed with or respond to such recommendations. Developing and delivering briefings, project papers, status reports, staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations. Submitting and monitoring personnel actions related to promotions, reassignments, transfers, retirements, awards, timecards, and leave. Scheduling of travel and training, organizing the logistical elements of the Division's work (such as access to vehicles), analyzing non-overtime budget factors, managing the procurement of acquisitions, including pre-award and post-award contracts. Education Substitution: successful completion of 3 full years of progressively higher-level graduate education leading to a degree from an accredited college or university, a doctoral degree and or LL.M., if related, that demonstrates the skills necessary to do the work. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/23/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
