This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a member of the OAI team with the responsibility of supporting the application of operations research methodology to address Army Senior Leaderships analytic needs. The position is located at the Pentagon in Arlington, VA.

Duties

Apply professional knowledge of analytics integration efforts and methodologies to inform the Planning, Programming, Budgeting and Execution (PPBE) trade space. Perform planning, developing, and coordinating functions for advanced studies and assessments. Develop strategies for resolving project-related issues, engagements, and roadblocks. Communicate complex analytical findings to make recommendations to Senior Leaders for decision-making.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a TOP SECRET/SCI security clearance.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019 and must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. - NOTE: Transcripts are required. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes apply mathematical or statistical tools, models, methods, and techniques to evaluate data; identify actual or potential problem areas, trends, and similar factors to improve agency program operations; and provide decision makers with sound, scientific, and quantitative information as a basis for making decisions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
