As a Branch Chief within the Test Laboratory, you will lead a team of highly skilled engineers in the development and operations of facility systems for the development, qualification, and certification of aerospace systems and components. You will integrate with internal and external organizations to execute test programs through the management of resources, establishment of requirements and plans, and evaluating performance against objectives.

Duties

Supervises, manages, and directs a team of engineers, technicians, and trades for work that involves the design and development of test facilities or facility systems to support development, test, and evaluation of space flight systems and components Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations to accomplish goals while monitoring progress and outcomes. Negotiates, secures, and defends organizational resource requirements to/from senior management and customer organizations and monitors resource expenditures to assure commitments are met and test objectives, goals, and milestones are achieved. Defines jobs, selects employees, and assigns work; defines work requirements and milestones. Manages employee performance, recommends promotions/recognition, approves leave, implements performance modifications and corrective actions as needed. Manages cost, schedule, and technical aspects of test buildup and operations including risk management for the organization in support of programs and projects. Ensures the delivery of quality products and services by evaluating customer needs and developing creative solutions. Is responsive to the needs of the customers in order to meet expectations and provide high levels of satisfaction. Leads problem resolution activities and teams associated with the design, build-up, and operations of complex facility systems and hardware of a fluid, mechanical, electrical, and data/controls nature in support of space flight hardware testing. Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees. Requirements

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. GS-15: To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level: Designing and/or operating fluid or structural system test facilities or systems used for the development, qualification, or certification of aerospace flight vehicles and their components in engineering discipline areas such as cryogenic fluid systems, high pressure gas systems, structures, loads, dynamics, shock, and vibration environments; Leading engineering teams to develop flight or ground systems hardware for test operations to evaluate system performance or characterize system responses to design/operational environments; Leading teams in negotiating and securing task resource requirements, directing task activities, and establishing task/work priorities to meet objectives/requirements. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
