The primary purpose of this position is to serve as Special Access Information and Records Program Manager for the DAF, Administrative Assistant; Security, Special Program Oversight, and Information Protection Directorate (SAF/AAZ), managing Information and Records retention program for DAF Special Access Program Controlling Office (DAF SAPCO) enterprise.

Duties

Administers DAF SAPCO Information and Records Management Program to ensure key documents in all formats to include electronic records are reviewed, organized, and secured in accordance with applicable policies and directives. Formulates policies for evaluation and development of archival automation system that digitizes DAF SAP historical holdings to facilitate research at appropriate classification levels. Analyzes and evaluates Records Management work processes, methodologies and techniques used by DAF SAPCO and makes recommendations for improvement. Keeps abreast of new policy, technology, best practices, and trends in the records and information management profession for impact and implications for DAF SAPCO and the DAF SAP Enterprise.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft at 25% or less of the time.

  • Position designated special-sensitive and requires access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in SAP to fully perform the duties and responsibilities of the position.
  • A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. Employee must be able to obtain and maintain a Top-Secret security clearance eligibility.
  • Employee may be required to take a counterintelligence scope polygraph examination, as required for SAP’s.
  • This position has been designated by the Air Force (AF) as a Testing Designated Position (TDP) under the AF Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the AF, national security, and public safety. Employee must pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter
  • This is a Centrally Managed position.

  • Considerable knowledge and experience in information security is highly desirable. Specific knowledge and experience with SAP and SCI security procedures is also highly desirable.

Qualifications

Additional Condition of Employment: Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Program Integration professional Certification (SPIPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. This certification requirement only applies to employees assigned to an indexed CPD or SCPD position on or after 14 March 2016. Incumbent employees assigned on or before 13 Mar 2016 are not required to obtain the DoD certification(s) listed above. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: work that has provided knowledge of Public Laws, United States Codes, Code of Federal Regulations, NARA, DOD and agency policies and programs relative to Records Management Programs and operations and the complete records process and content management framework that supports the entire life cycle of SAPCO and SAP Enterprise records; marking, reviewing, downgrading, and declassifying material according to guidance prescribed in pertinent executive orders and corresponding information protection policies and procedures; maintaining records, generating reports, and performing a variety of administrative responsibilities and related procedures to support SAPCO and the SAP Enterprise; and serving as the liaison with government recordkeeping organizations, conducting analyses of current document management programs to ensure they provide optimum historical and classification outcomes, and supporting larger DOD Records Management initiatives for SAPs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of DAF and DOD concepts, procedures, and practices in Information and Records Managements, FOIA and Personally Identifiable Information (PII) as well as extensive knowledge of DAF and DOD Records Management, to include knowledge of processes, procedures, forms, information, and requirements related to sensitive activities. Applies advanced-level knowledge of automated databases and software applications associated with a Records Management function to recognize, locate, and insert data/information; support office and security operations by demonstrating a thorough understanding of the DAF mission; and produce a variety of documents and reports. Skilled in developing, analyzing, and evaluating Records Management programs to meet mission requirements and improve the DAF SAPCO Records Management program. Ability to consistently provide competent, professional, and effective Records Management guidance across a myriad of functional environments. Ability to communicate orally and in writing, clearly, concisely, and accurately. Ability to plan, organize, develop, and /or oversee studies or projects, and negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial DAF resources, require extensive changes in established concepts and procedures, or may be in conflict with previous planning and programming actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
