This position is located in the Docket Services Division, Office of Administrative Services, United States International Trade Commission. This position will have the option of being converted to a permanent excepted service appointment at the end of the detail.

Duties

Develops and directs legal quality assurance operations and serves as the liaison for case management with internal and external constituencies. Serves as a legal resource for a range of administrative laws, policies, regulations, and precedents applicable to the administration of filing and service of documents involved in Commission regulations. Recommends changes and standardization in the procedures supporting the case management structure that will improve the accuracy and efficiency in fulfilling the mission of the office and comply with Commission regulations. Recommends changes to management policies and procedures to ensure accuracy and quality of work products. Continuously reviews and enhances quality assurance processes related to case management operations consistent with Commission regulations. Provides legal guidance on matters pertaining to procedures, practices, and proper document format and in the filing and service of documents in USITC investigations and hearings and all duties related thereto.

Qualifications

The Office of the Secretary is seeking a detailee to serve as Attorney Advisor. This opportunity is in the U.S. International Trade Commission Office of the Secretary, Docket Services Division. We seek an experienced staff member who can support the Supervisory Attorney with legal oversight and management of the Dockets operations, processes, and procedures administered on behalf of the Commission. The incumbent serves as the Attorney Advisor and is responsible for quality control review of documents filed on EDIS and conducts quality control review on data entered by Docket Services staff in Commission data applications (including IDS). Additionally, the incumbent will serve as a point of contact with the General Counsel, Commission, and Operations offices regarding complex procedural questions and be the primary point of contact for escalations associated with Unfair Import Investigations, Import Injury Investigations, and Fact Finding investigations. The incumbent will coordinate with the Supervisory Attorney to facilitate discussions between stakeholder offices in order to review and draft procedures and suggest process updates and improvements. The ideal candidate is interested in a senior role within Docket Services and the opportunity to participate in discussions surrounding human capital management, project management, and strategic planning and resource allocation. Additionally, the ideal candidate should be interested in evaluating existing programs and procedures in terms of services offered, platform performance, and the fulfillment of the organization's needs in the changing virtual and hybrid environment. The work requires knowledge and analysis of the Commission's mission, organizational programs, and applicable laws and regulations. The incumbent must be capable of providing quality control feedback to peers and triage procedural and legal escalations prior to contacting the Supervisory Attorney. In addition, the ideal candidate has extensive experience with EDIS and a working knowledge of the data management and workflow of the Investigations Data System (IDS). Candidates must meet the following: (1) a professional law degree (LL.B. or JD) from an ABA accredited law school; (2) admission to the bar to practice law in a State or Territory of the United States or in the District of Columbia; (3) at least, one year of specialized experience which demonstrates the engagement of general law practices; or experience in knowledge of legal skills in a field closely related to the duties to be filled. A professional law degree (LL.B or JD.) from an ABA accredited law school. Applicants must meet all the qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Applicants must have the general and specialized experience outlined below which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Education

In addition to the specialized experience and educational requirements above, applicants must currently be a member in good standing of the Bar of a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.

Applicants must possess at least a Bachelor of Laws (LL.B) degree or a Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association.
