The incumbent is a Health System Specialist (Executive Office Manager) in the Office of the Director, Dorn VA Medical Center, Columbia SC.
Duties
Duties include, but may not be limited to the following:
Monitors and manages incoming actions and requests from initial receipt to completion and closeout.
Analyzes the subject matter of incoming information for appropriate distribution to internal or external offices.
Works in planning, developing, and executing a variety of projects and assessing their effectiveness.
Conducts conventional studies on particular operational processes, issue topics, or related special projects.
Completes all steps required within an event management process such as including facilitating selection of the event time, developing a formal agenda, managing any required contracts and all logistical items, disseminating information to attendees, and ensuring smooth execution of the event.
Develops policy and training for consistency in administrative functions.
Makes improvement in production and increases the quality of work within the area of authority
Briefs and advises senior management on agenda issues in preparation for activities and meetings and may represent the office at internal or external activities or meetings.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience and/or Education Requirement, GS-11.Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: knowledge of health care service administration, continuous quality improvement; data analysis; health care principles, theories and practices; budgeting, planning, administration, and labor/union relationships, or other key administrative support functions; and sufficiently analyses and evaluates broad and difficult problems. Applies extensive qualitive and/or quantitative methods for program improvement; makes recommendation for complicated solutions; and relates the ability to apply health care management principles to complex problem-solving situations. Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education: Applicants may substitute education for the required specialized experience at the GS-11 grade level. To qualify based on education for this grade level you must have 3 full years of progressively higher-level graduate education leading to a Ph.D. or an equivalent doctoral degree or LL.M. if related. Major study must be -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Physical Requirements: The work is sedentary, although some slight physical effort may be required. Level 8-1 is appropriate here.
