This position provides oversight and leadership for the implementation, spread, and maintenance of performance improvement processes and techniques across the Columbia VA Healthcare System; services including inpatient clinical, outpatient clinical, business and administrative, and leadership/management under the Office of Quality, (QSV). This position includes the broad requirement of an independently functioning Data Analyst as well as duties as an expert Performance Improvement administrator.

Duties

Major Duties Include but are not limited to: The incumbent coordinates ongoing data collection and analysis; using knowledge of Process Improvement principles to determine organizational performance especially as it relates to facilitate the ongoing monitoring and sustainment of improved performance measures. The incumbent uses available data resources (CDW) and develops analytic tools as necessary to assess current performance and determine areas targeted for improved process improvement activities. The Performance Improvement Coordinator (PIC) directly resources initiatives which will enable the HCS to provide quality health care to its population while operating in a more effective and efficient manner. The incumbent performs a continuing evaluation and systems analysis for areas targeted for process improvement. The incumbent performs a continuing evaluation and system analysis for areas targeted for redesign to assess program effectiveness, current state, and to identify areas requiring leadership attention. The incumbent reviews, analyzes and evaluates accomplishment of overall systems by reviewing reports, available data, studies, projects, and information provided by support personnel, contractors, and other external agencies. The incumbent identifies existing or potential problem areas and recommends necessary corrective action or redesign. A wide range of processes with long-term goals, and results are analyzed utilizing a variety of basic and advanced quality tools to derive recommendations. In conjunction with Service Chiefs and Process Owners, the PIC researches, recommends, and guides implementation of new or proposed improved practices for application throughout the Columbia VA HCS. The incumbent is recognized as a technical authority across all components of the HCS in Performance Improvement. He or she will serve as the lead on several system-wide Process Improvement activities. The incumbent ensures that the HCS is concurrent with Process Improvement initiatives and proactively identifies future areas of focus. The PIC also plays an integral role in the creation and maintenance of the System-wide Quality Program and serves as a key component in the Quality Improvement Board. The incumbent participates in planning for major projects involving Process Improvement and collaborates in the development and documentation of long and short-range planning goals and objectives. The PIC develops recommendations that integrate Process Improvements throughout the HCS. The incumbent authors Process Improvement initiatives, proposals, and reports with collaboration of the Systems Redesign Coordinator, (SRC) the Chief, Quality Safety Value (QSV), and Columbia VA HCS leadership. The incumbent works collaboratively with the SRC in the annual assessment of the HCS-wide Systems Redesign Memorandum and helps to implement revisions as deemed appropriate. The incumbent works with senior leadership as a change agent in assuring, directing, and performing the steps necessary to create business cases based on objective data within the frame of Process Improvement and Lean Six Sigma. The PIC works collaboratively with the HCS managers and clinical leaders to establish and ensure strategic goals related to Process Improvement initiatives are met or exceeded. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: INDIVIDUAL OCCUPATIONAL REQUIREMENT - Applicants must meet one of the below requirements for the Health System Specialist 0671 occupational series. Individual Occupational Requirements are used in conjunction with a group coverage (generic) standard. Applicants who do not meet the individual occupational requirements are ineligible for further consideration. Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Experience - Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for Inservice Placement - Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the Basic Requirements identified above, you must also meet the Minimum Qualifications stated below. GS-12 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience for this position include but are not limited to: Performing continuous (quantitative/qualitative) evaluation and systems analysis for areas targeted for process improvement utilizing a variety of basic and advanced quality tools blending data from multiple sources; Coordinating data collection/analysis and develops analytic tools to determine organizational performance; Identifying existing or potential problem areas and recommends necessary corrective action or redesign; Collaborating with the HCS managers and clinical leaders to establish and ensure strategic goals related to Process Improvement initiatives are met or exceeded; Presenting pertinent Process Improvement data reports regularly to the HCS and VISN 7 Leadership. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
