Duties

The Health System Specialist - Associate Group Practice Manager provides oversight and administrative management of assigned ambulatory care services and related Community Based Outpatient Clinics (CBOCs). The incumbent will be assigned an area of responsibility within primary care, mental health, specialty care, ambulatory surgery, and all other ambulatory clinics' oversight and integration into an efficient Clinic Practice Management (CPM) model. Major responsibilities include: Veteran Experience Work with local Veteran Experience Advocates to evaluate concerns regarding access to services. Coordinate efforts to ensure patient concerns are received, evaluated, and addressed by appropriate subject matter experts. Deploy a data-driven analytics system for the collection and analysis of outpatient care. Interface with national leadership to ensure local policies and procedures are aligned with national policies. Identify, define, and prioritize customer service tools, process improvement and training opportunities to support employees in providing predictable, consistent, and efficient customer service experience. Establish benchmarks and process for taking corrective actions on decreasing/low scores in Veterans/staff experience data. Program Oversight Lead program planning and execution for VHA-approved program of clinic practice management. Use Advanced Principles and Strategies for Access Improvement to review and provide guidance to Clinical Leads (CLs). Work with local personnel to integrate data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies. Identify causal interrelationships between the various aspects of ambulatory care and its impact on clinical operations to achieve and sustain quality, safe, efficient, and effective ambulatory care. Direction and Strategic Planning Coordinate ambulatory care administration needs for incorporation into annual budget and operating plans. Develop flexibilities in operations and cost-effective approaches to ensure Veteran and staff satisfaction. Develop and coordinate establishment of both long-and short-term policies and plans and objectives. Oversee the development of contingency plans to meet unexpected and planned resource demands. Understand the requirements of the Veterans Access, Choice, and Accountability Act (VACAA) and develop and implement strategic planning initiatives to achieve requirements. Ensure timely review, analysis, and adjustment of marketing strategies, plans, and programs with the marketing office to meet the organization's needs and changing market conditions. Budget Guidance and Approval Develop and maintain annual budget plan and staffing plans for outpatient care. Assist leadership in forecasting the impact of staff changes and developing countermeasures to mitigate the effect of staff shortages on access to care. Develop resource projections, prepare budget submissions, and make recommendations regarding allocation of resources. Perform cost analysis and cost effectiveness studies to determine make/buy decisions to address gaps. Analyze the financial impact of proposed policies and recommend options. Office Program Planning Work Provide administrative management for ambulatory care clinical support services. Ensure effective use of office staff and recommend needed changes to enhance central support services. Monitor profile indicators to eliminate issues with Recall, Delinquency, Missed Opportunity Rates, Electronic Wait Lists or Veterans Choice Lists. Monitor business and clinical analysis recommendations across service lines to determine trends and impact. Quality/Productivity Goals Promote a culture of employee engagement and encourage the development and training of staff. Assure accurate, complete, and timely performance information is submitted to program officials. Develop and maintain a system to ensure complaints and inquiries are appropriately received and resolved and investigate any recurring complaints. Due Process Resolve conflicts that may arise with employees and assure management officials are familiar with the negotiated agreement between parties. Negotiate, decide upon, and coordinate work-related changes affecting the organization. Liaison and Communications Promote effective communication and optimal information flow within the clinics. Act as a representative of ambulatory care management and the Chief of Staff with appropriate professional groups and administrative staff in an effort to coordinate activities and resolve any problems. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet Time-In-Grade requirements by the closing date of this announcement. For a GS-12 grade position you must have served 52 weeks at the GS-11 grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your Time-In-Grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year Time-In-Grade, as required by this job announcement. In that instance, you must provide an additional SF-50 that clearly demonstrates the one-year Time-In-Grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): An Individual Occupational Requirement (IOR) is a basic requirement which must be met in order to qualify for entry into this job series. In order to qualify for the GS-0671 job series, all applicants must meet one of the following: Undergraduate and Graduate Education: Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/ or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. SPECIALIZED EXPERIENCE: In addition to the IOR listed above, all applicants must also meet one (1) year of specialized experience equivalent to the GS-11 grade level. Examples of specialized experience for this position include: Expertise in a wide variety of computer and data management packages and VA databases including Clinic Practice Management, VISTA, CPRS, Clinic Access Index, Access Glide Path, SAIL, SPARQ, SHEP, Pyramid, etc. Functional knowledge of qualitative/quantitative as well as analytical/evaluative methods for the development and management of a major administrative program. Ability to perform cost analysis and analyze financial impact of proposed recommendations. Gather and analyze information involving operations, local policy and procedures, and personnel and budget administration and effectively present both verbal and written recommendations. Integrate data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies. You will be rated on the following Competencies for this position: Data Management Communications Teamwork Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Position may require extensive walking per day to meet with Medical Center pentad and other clinical personnel. Trips to satellite outpatient clinics will be necessary and involves transportation either via facility vehicle or personal vehicle.
