Duties

Responsible for providing program direction, management and leadership to the BLM uniformed law enforcement component throughout the state. Develops and makes recommendations to management regarding policy and procedures. Work closely with senior management, LE, and resource specialists to design statewide staffing, and budgeting plans for the LE program. Serves as the statewide coordinator for the law enforcement Field Training and Evaluation Program (FTEP). Enforces a variety of Federal laws and regulations related to public land and resources by performing investigations, apprehending suspects and violators performing surveillance activities, and making enforcement contacts. Interacts on a continuing basis with officials from multiple Federal agencies, State Government, County Sheriffs, and Chiefs of Police.

  • Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • If selected for this position, you will be required to complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty. You will be required to provide this information annually.
  • May require completion of a one year probationary period.
  • Duties may require the incumbent to perform irregular or occasional overtime per week. The position may qualify for Administratively Uncontrollable Overtime.

Qualifications

Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-12) of the position to be filled. Examples include, but are not limited to: investigation and apprehension of those suspected of violating the criminal laws and regulations of the United States that relate to public land; leadership, oversight and coordination of implementation of the law enforcement function on public lands, including coordination with multiple agencies and management levels; planning and leading special operations; managing complex management areas such as recreation emphasis areas, administrative sites, wilderness areas and monuments; enforcing national policy and establishing local policies; assisting in recruitment and hiring of Rangers; working with senior management, lead officers in other law enforcement agencies, the US Attorney's office and other officials in cooperating agencies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. There is no substitution of education for experience at the GS-12 and above grade levels. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled. You must meet all qualification requirements within 30 days of the closing date of the announcement. Selective Placement Factor(s): This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. 1) Prior experience as a Law Enforcement Officer carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses against the criminal laws of the United States. This experience must be documented in the online application or resume with specific to AND from dates (MM/YY), description of work performed, AND hours worked per week. 2) You must have successfully completed a Basic Law Enforcement School, at the Federal Law Enforcement Training Center (FLETC) or an approved equivalent training program. Proof of Completion / Certificate or Transcripts must be submitted as part of the application process. You must meet all selective placement factor requirements by the closing date of the announcement unless stated otherwise. You must have successfully completed a Basic Law Enforcement School, at the Federal Law Enforcement Training Center (FLETC) or an approved equivalent training program. An applicant tentatively selected for this position will be required to complete and receive a favorably adjudicated background investigation clearable for access to Top Secret classified information prior to his/her appointment. Firearm Requirement: This position authorizes you to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition [Title 18, U.5.C., Section 922(g)(9)]. A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Applicants who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Applicants under consideration will be required to certify whether they have ever been convicted of such an offense. Must successfully complete 40 hours of in-service training annually. Must maintain a delegation of law enforcement authority. Physical Demands: Requires considerable walking, bending and climbing with moderate to arduous physical exertion. Requires long periods of overtime, intense concentration, emotional and mental strain. Work Environment: Work is performed both in an office setting, and outdoors, with exposure to hazardous and environmentally adverse conditions. This is a secondary/administrative law enforcement position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position (3 years of service in primary/rigorous position(s)), and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50).
