THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a INSPECTOR GENERAL, Position Description Number D2899000 and is part of the ID 124 Wing, National Guard. THIS POSITION IS PERMANENT. CONCURRENT VACANCY WITH AGR ANNOUCEMENT.

Duties

1. Plans, directs, conducts, and manages all Wing Inspector General (IG) programs. Provides policy guidance, procedures, planning, oversight, and direction for implementing the Air Force Inspection System (AFIS); Complaints Resolution Program; and Fraud, Waste, and Abuse (FWA) Program; and the Commanders' Inspection Programs (CCIP) at wing/wing equivalent level. Assesses unit compliance with established directives and its ability to execute their assigned mission, leadership effectiveness, management performance, and aspects of unit culture and command climate (e.g., military discipline, respect, efficiency, safety, wingman concept, etc.) IAW the Major Graded Areas (MGA) outlined in AFI-90-201. At wings responsible for nuclear missions, directs the Director of Inspections to plan, integrate and coordinate the GMAJCOM's Response Task Force, Nuclear Weapons Accident/Incident Response Plan, and other applicable accident/incident response plan directives. 2. Directs, conducts, and leads all Wing IG activities. Operates and manages the Wing Off ice of the Inspector General, responsible for overall operation, administration, and management of Wing IG inspections, Complaints Resolution, FWA Program, and Commanders' Inspection Program (CCIP). Manages inspections/exercises, self-assessment and staff assistance visits (SAV), and ensures detailed and comprehensive reports with any corrective action taken are presented to the Wing Commander. Certifies Wing personnel and evaluates IG programs and activities. Establishes, develops, and maintains effective working relationships with all organizations, commanders, and senior military and civilian leadership, representatives from higher headquarters IGs, ANG/IG, other military service IGs, and external agencies to include the state's Joint Force Headquarters. Responsible for IG intakes and determining appropriate resolution path. 3. Organizes IG activities. Manages IG programs designed to independently assess and report a unit's readiness, economy, efficiency, effectiveness, and state of discipline to execute assigned missions. Develops, establishes, and controls methods and procedures to implement IG policies and programs. Approves formulated exercise schedules and scenarios; weighs cost, resources, and feedback to develop exercise strategies; and ensures IG off ice adherence to agency, MAJCOM, and NAF directives. Reviews inspection/exercise final reports for accuracy, administrative and regulatory sufficiency and posts final inspection/exercise reports in the Inspector General Evaluation Management System (IGEMS). Provides oversight and policy guidance concerning IG programs, plans, requirements, management, education and awareness initiatives. Performs Continuous Process Improvement analyses and recommends effective and efficient change(s) to Wing Commander. Serves as wing liaison for congressional, presidential, and other high-level inquiries. Wing authority for investigating allegations; reviews and assigns a variety of IG complaints, or inquiries covering a diverse range of complex subjects and allegations in such areas as operations, logistics, personnel, human resources, security, finance, civil engineering, maintenance, training, or health care. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, wing, command, or agency. 4. Provides IG support. Represents the Inspector General off ice and programs with a variety of wing/center and functional area organizations. Enhances openness and approachability by conducting or participating in official public meetings, newcomers 'sessions, commander's calls, staff meetings and other wing/center, or unit gatherings. Maintains liaison with MAJCOM/IG and SAF/IG where appropriate to receive, process, refer, and manage Wing Inspection information, resources, assets, and activities to support operation and management of the Air Force's Inspection and Complaints Resolution and FWA Programs. Serves as an integral but autonomous member of the Wing Commander's staff and acts as the Commander's eyes and ears to assess wing climate and the health and welfare of wing personnel. Provides advice to the Wing Commander on military discipline, readiness, efficiency, effectiveness and quality of life for Airmen. 5. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Experiences involved work as the primary inspector general advisor with responsibilities to plan, direct, and manage inspector general programs. Experienced in conducting investigations and inspections to ensure compliance with agency policies, practices, and regulations. Experienced in providing policy, guidance, oversight, and directions for the inspection programs; complaints resolution; Fraud, Waste, and Abuse; strategic plans and programs; and the Commander's Inspection Program. Competent in the inspector general program concepts and policy regulations. Has demonstrated skills in the development of programs, procedures, and methods to implement, evaluate, and maintain the inspector general program. Experienced in developing risk-based sampling strategies and annual inspection plan focusing on the Wing Commander's priorities. Experienced in multiple and specific inspector general computerized programs. Experienced and skilled in writing standardized operating procedures for the inspector general programs. Experienced in interpreting and developing inspection policies, procedures and applicable Memorandums of Understanding or Memorandums of Agreement with host or tenant organizations, if applicable, as well as state, city, and/or county agencies in order to adequately evaluate the National Guard's overall mission readiness. Experienced in providing supervisory duties, directing administrative, technical, and operational directions and established broad objectives for long-range strategic plans or new programs. Experienced in developing, interpreting, and implementing the Army, Air Force, or both services' inspection policy. Experiences involved planning and organizing assigned programs, estimating unit resources, capabilities, and objectives. Experienced in coordinating with staff and line management personnel, and skilled in conducting all phases of projects. Experienced and skilled in providing definitive interpretations of regulations and study procedures; and competent experiences involved initializing new inspections, interviews, and research application, methods, and functions. Experienced in identifying potentially controversial findings, issues, or problems with widespread impacts. Experiences included writing and analyzing projects, evaluations, or reports. Competent in providing recommendations on organizational goals, guidelines, and effectiveness to achieve intended objectives.
