Duties
Applies the full range of federal human resources management knowledge, methods, principles, practices, and evaluative methodologies to advise on and/or resolve the full depth and breadth of recurring, complex HR problems.
Works in relational database management systems (e.g., Microsoft Structured Query Language (SQL) Server, Oracle) to store, retrieve, update, and delete data.
Applies skill in using automated functional and regression test software (e.g., HP Unified Functional Testing (UFT) via Visual Basic and JavaScript) to write and/or run scripts for updating and processing personnel records and actions.
Demonstrates effectiveness in project management, including thoroughness of research and effective, professional written and oral communication.
Researches and analyzes data quality, identifies and tracks trends, and develops recommended solutions to systemic problems.
Provides advice and guidance to HR directors, supervisors, regional automation points of contact, regional staff members, managers, and employees regarding the operation, maintenance, use of automated systems, and capabilities.

Qualifications
To qualify for a Human Resources Specialist (Information Systems) your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Manages high visibility, complex projects related to planning and implementing new HR systems and technologies.
- Provides advisory and technical services and propose solutions to Human Resources Management problems.
- Plans, implements, and manages the reporting infrastructure and develops accurate scripting to automate system updates by supporting database for DCPDS, DCHRMS, Business Objects, QTP, LMS, and eOPF.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
