The incumbent functions in a supervisory position for Inpatient Physical Therapy Services within the Rehabilitation Medicine Service. The supervisor of Inpatient Physical Therapy is responsible for the supervision, administrative management, and direction of the Inpatient Physical Therapy Department. Responsibilities include programming provided in Inpatient PT department at Jesse Brown VAMC.

This position is under the administration and professional supervision of the Chief of Physical Therapy, who provides guidelines consistent with the overall mission of the VA, its policies, and practices. The Inpatient PT Supervisor will review the work done for adherence to these objectives. The incumbent works independently using judgment and expertise to plan and implement services in coordination with the various health care teams of the Medical Center. The incumbent may act on behalf of the Chief of the PT Section in assuming supervisory responsibility over the Inpatient Physical Therapy Program at JB VAMC. The incumbent has full supervisory responsibility over the Inpatient Physical Therapy Program to ensure the clinical and administrative appropriateness of services delivered. The incumbent demonstrates autonomy in performing supervisory responsibilities that include, but are not limited to assigning work to employees, monitoring clinical workload volume, reviewing work outcomes to ensure accuracy and validity of submissions, ensuring adequate clinical staffing, imposing disciplinary measures, and monitoring clinical privileges. The incumbent must possess proficiency in writing reports and summaries concerning the rehabilitation program. The incumbent may coordinate and resolve problems of an unusual or difficult nature, in collaboration with the Chief of PT Section. The Inpatient PT supervisor must possess skills in interpersonal relationships, conflict resolution, and knowledge of personnel administration, including such functions as the ability to interview and select qualified applicants, monitor, and evaluate performance, and maintain effective staff management relations within the scope of responsibility. The incumbent participates with personnel management matters concerning specific individual needs. The incumbent oversees new employee orientation, including infection control policies, occupational safety policies, and Section guidelines. The incumbent may represent the Chief of PT at meetings involving administrative matters and commits the service to actions and deadlines. This person can set priorities, delegate tasks, and identify solutions to meet deadlines and address organizational problems within inpatient physical therapy department. The incumbent may assist the Chief of Physical Therapy to provide overall inpatient clinical supervision that ensures efficient and effective coordination and delivery of physical therapy service. The incumbent may develop guidelines governing physical therapy operations, interpreting policies, and incorporating advances and changes in inpatient physical therapy department. The incumbent is responsible for authorizing leave and managing assignments based on service needs. Interdisciplinary Relationships- Communicates, consults, and collaborates with the VAMC disciplines to provide comprehensive patient care. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Must be proficient in spoken and written English. Education and Experience: The individual must meet at least one of the requirements below (documentation required):(1) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist.(2) Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist.(3) Doctorate degree in physical therapy. NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at www.apta.org. Licensure: Must hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Documentation required. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to meeting the basic requirements, must possess at least one year of progressively complex experience equivalent to the GS-12 grade level. In Addition, the candidate must demonstrate all of the following KSAs. Knowledge of contemporary physical therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to Staff PTs within the department. Knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility. Ability to effectively supervise, direct, and manage a diverse physical therapy staff. Skill in forging positive interpersonal relationships and conflict resolution. Ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section. Ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems. Ability to manage advocacy roles and planning activities within the VA and the greater rehabilitation community. Preferred experience: Direct experience in a clinical leadership role specific to the inpatient PT within JBVAMC. Minimum 5 years of experience as a physical therapist in an inpatient setting. Physical Requirements: This position frequently requires moderate to heavy lifting. Normally such lifting will involve, but is not limited to, assisting with transfers or gait training of the client in the physical therapy clinic.
