This announcement will be used to fill positions with an entry grade of GS-7, or GS-9 with a target grade of GS-11.
The salary for grade GS-7 is $51,203 - $66,565.
The salary for grade GS-9 is $62,630 - $81,418.
The salary for grade GS-11 is $75,777- $98,507.
Duties
Conducts reviews of accountable property and provides pertinent data to management.
Develops local governing policies, regulation instruction, and procedures for property accountability and depreciation of capital assets.
Documents accountable property transactions.
Reviews requests for accountable property prior to purchase and recommends procurement, substitution, or cross leveling of current on hand property.
Provides guidance to Supervisor on the proper requirements for the accounting of both operational and capital assets.
Monitors and reviews scheduled inventories for analysis and deficiency reports.
Duties will be developmental in nature while performing below the full performance level (GS-11)
Requirements

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-5) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-07 Specialized experience is defined as: providing routine analysis of capital assets belonging to a large-scale organization; evaluating management planning, provisioning, accountability, and ultimate issue of supplies, equipment, or related inventory; researching regulatory guidance related to capital asset management requirements.
GS-09 Specialized experience is defined as: utilizing established quantitative and qualitative techniques in order to evaluate capital assets belonging to a large-scale organization; assisting in the development of recommendations for management planning, provisioning, accountability, and ultimate issue of supplies, equipment, or related inventory; assisting in the interpretation and implementation of Department of Defense regulatory guidance as it relates to capital asset management requirements.
GS-11 Specialized experience is defined as: providing complex analysis of capital assets belonging to a large-scale organization; interpreting, developing, and implementing policy related to the planning, provisioning, accountability, and ultimate issue of supplies, equipment, or related inventory; providing authoritative interpretation of Department of Defense regulatory guidance related to capital asset management requirements.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-7, applicants must have served 52 weeks as a GS-5 or higher in the Federal service. To be considered for the GS-9, applicants must have served 52 weeks as a GS-7 or higher in the Federal service. To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (
http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
