The VA Northeast Ohio Healthcare System is recruiting for a Supervisory Inventory Management Specialist. This position will function in Logistics Service.

Duties

Duties include but are not limited too: Manages the equipment/supplies loan program, equipment test and evaluation program. Directs and manages operating storage, warehousing and related activities. Conducts the planning, management and control and life-cycle management over all non-expendable assets. Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase devices and equipment. Develops, modifies and provides input on plans, goals and objectives for projects, programs, systems and operations. Develops position descriptions and performance standards and conducts performance reviews. Directs and oversees the inventory management program and control of individual assets. Writes, develops, interprets and implements policies and procedures. Trains and assists staff on equipment acquisition, disposal, scanning and tracking of equipment. Oversees and supervises a variety of employees and sections. Utilizes performance improvement methodologies to improve overall management of non-expendable assets. Monitors and manages multiple equipment fund control points and inventory transactions. Utilizes advanced automated tools to conduct short, mid and long-term advanced planning for new and replacement non-expendable assets. Develops strategies for implementing non-expendable automated replacement systems, supply technologies and business practices. Maintains accountable property documents and files on non-expendable excess property. Schedules and conducts physical inventories. Resolves informal complaints and grievances. Coordinates final disposition of non-expendable assets. Implements operational, program and project plans to meet objectives. Coordinates proper equipment inspection and technical maintenance of equipment. Conducts analysis and uses intensive knowledge of non-expendable assets to make recommendations about standardization. Conducts procurement reviews and makes recommendations. Implements best practices, principles, tools and concepts to evaluate and improve supply system performance. Analyzes, studies, develops and directs systems based on non-expendable requirements and annual budget development. Resolves inventory problems. Resolves conflicting requirements of several supply program areas. Interfaces with fiscal/budget staff to resolve inventory related issues. Implements best practices, principles, tools and concepts to evaluate and improve supply system performance. Identifies opportunities for and directs analysis of potential cost savings, efficiencies, and process improvements using quantitative analysis and historical usage patterns. Conducts site visits, participates in root cause analysis processes and resolves complex inventory problems. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of overseeing the lifecycle management of non-expendable assets in the VA HCS and supported catchment area. Knowledge of conducting short, mid and long-term advanced planning for new and replacement NX assets. Experience in conducting data analysis regarding NX asset needs based on disparate data points including projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Experience in managing and evaluating work performance of subordinates. Experience in exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints. Knowledge of conducting analysis and uses intensive knowledge of NX assets to make recommendations about standardization opportunities to local, VISN and national standardization initiatives. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You will be rated on the following Competencies for this position: Planning and Evaluating Leadership Technology Application Communication Reasoning Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Day-to-day management is difficult to administer as a substantial portion of property assets are located in geographically dispersed areas, CBOCs, and other agencies within the catchment area who do not report to the VHA. Logistics operations are housed in various buildings throughout the medical center as well as off-site locations. Supply management operations require special handling, storage, and spill containment procedures and training. Supervision in various work settings includes warehouses, stock rooms, oxygen bulk rooms, operation rooms, and other specialty areas throughout the Medical Center. Manage work around warehouse equipment, carts, or machines. The use of protective clothing or gear such as masks, gowns, safety shoes, goggles, hearing protection, and gloves is frequent. Observation of normal safety practices and observance of the fire regulations is required. Areas of work managed range from extremes of temperature, humidity, and ventilation controlled areas to no environmental controls at all.
