The position is located in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Veteran Service Center. The incumbent will serve as Management Analyst, the incumbent is responsible for assisting the Veterans Service Center Manager (VSCM) in the implementation of Compensation and Pension benefits programs under the auspices of their Regional Office.
Duties
Major Duties:
Tracks Division's progress with respect to goals and facilities work or program reviews to improve Division results.
Recommends solutions on VSC issues and matters with external factors.
Provides support to VSC management on significant issues that include, but are not limited to policies, divisions goals and objectives, internal control, and the preparation of priority reports to the VSCM/AVSCM and /or Director, VA Central Office and office of Field Operations as appropriate.
Prepares for the Veterans Service Center Manager, Assistant VSCM review and signature, assorted memorandums, letters, bulletins and other written communications.
Assists in or performs evaluations in the processes of various systematic analyses of operations to determine the level of qualify and management factors of the program areas.
Implement new or revised procedures involving the VSC and two or more program areas and complete any related required options.
Maintain various administrative controls to keep the VSCM/AVSCM completely informed in all applicable areas of responsibility.
Reviews all new directives from all sources and advises the VSCM/AVSCM regarding the impact of Division programs and how to implement the new requirements.
Reviews existing circulars, directives, and other publications to assure that they comply with applicable Veterans Service Operations, and Divisions, Regional Office, VBA and VA policies and procedures as appropriate.
Examines and analyzes office productivity data and briefs the VSCM/AVSCM on progress made in achieving performance goals, areas needing special attention and suggested alternative remedial actions.
Prepares workload estimates and manpower utilization requirements.

Qualifications
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-09 position you must have served 52 weeks at the GS-07 level or higher.
For a GS-11 position you must have served 52 weeks at the GS-09 level or higher.
Note: If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in grade. General adjustment and award SF-50s cannot be used for time-in-grade verification purposes.

MINIMUM QUALIFICATIONS:
To qualify for this GS-0343-09 grade level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-07 grade level or higher in the normal line of progression for the occupation in the organization. Specialized experience is defined as preparing reports, memorandums, or letters for internal use; Evaluating and analyzing administrative processes to accomplish tasks; assisting with internal audits to determine compliance with policies and regulations and evaluate program effectiveness.
OR
Education Substitution: A master's or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
Equivalent combinations of Specialized Experience and Graduate level education. [To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 1 year by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.]
To qualify for this GS-0343-11 grade level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-09 grade level or higher in the normal line of progression for the occupation in the organization. Specialized experience is defined as applying, analyzing, and interpreting laws, rules, regulations, standards, and policies to complete administrative work; Conducting thorough analyses of numerous administrative functions and work processes; Compiling resource data from multiple financial management reports to complete duties concerning budget execution; Tracking the allocation of funds to redistribute organizational funding as needed.

Education Substitution: A Ph.D. or equivalent doctoral degree, 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR
Equivalent combinations of Specialized Experience and Graduate education. [To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.]

You will receive credit for all qualifying experience, including volunteer experience. For work in the federal service, include the grade level for the position(s).
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
