About the Position: The incumbent will service as a Housing Manager at the Directorate of Public Works (DPW) in Fort Riley, KS.
Duties
Serves as a Housing Manager in the Housing Division/Directorate of Public Works located at an Installation Management Command (IMCOM) garrison.
Responsible for the planning, management, administration, coordination and implementation of the housing management programs.
Housing programs are: Housing Services Office (HSO), Unaccompanied Housing (UH), Furnishings Management, Residential Communities Initiative (RCI), Privatized Army Lodging (PAL), and Army Family Housing (AFH).
May be expected to perform duties under a joint base operations requiring an understanding and knowledge of Army, Air Force, or Navy policies, programs, and procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain the designated security clearance.

- This position is an inclement weather essential position and the incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions.
- Position may require after hours call-back for emergencies.
- Position may require that employee pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.

Specialized experience: To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-09). Specialized experience is defined as: negotiating with local authorities, tenants, and other interested parties on housing programs; interpreting a wide range of federal and Army housing polices and requirements; determining work assignments involving the full range of housing activities, which includes; financial management, assignment utilization, furnishing and equipment management, and privatized housing and lodging.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Education
Education Substitution: Ph.D or equivalent doctoral degree or have successfully completed 3 full years of progressively higher level graduate education from an accredited college or university or LL.M. (One full year or graduate education equals 18 semester hours or equivalent).Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
