About the Position: Serves as lead Operations Fishery Biologist advising on all operational, maintenance and research aspects of fish passage at all Portland District operations field projects.

Duties

Develop budget for Operations Division's fish management program. Serve as the Fish and Wildlife Program Manager for the Portland District. Plan and develop Operation Divisions long-range goals, policies and objectives related to the protection, preservation, enhancement and/or mitigation of fish and wildlife resources associated with District water resource development projects. Prepare correspondence, regarding development and/or management of District operations and maintenance fish and wildlife programs. Provide oversight and resources for QA/QC actions to ensure daily operation and maintenance of fish passage facilities, including trap and haul facilities. Supervise Contracting Officer Representatives (COR) for contracts under the Fish and Wildlife Program. Meet with the Project Managers to discuss budgeting and executing the operation and maintenance of the fish and wildlife program. District point of contact for all fish and avian ESA-related operations and maintenance activities. Engage in formal and informal consultation and coordination with respective Federal agencies and NWD and make commitments.

Individual Occupational Requirement (IOR) Applicant must have a bachelor's degree (or higher degree) in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; AND at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields, or excess course work (beyond the required 6 semester hours) in aquatic subjects. (Note: You must attach a copy of your transcripts.) In addition to the IOR above, applicant must also meet specialized experience below: Specialized Experience GS-13: Must have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes experience developing environmental, cultural or fish biology technical products; extensive coordination and integration of multiple disciplines to accomplish mission, and leadership role in infrastructure development projects. You will be evaluated on the basis of your level of competency in the following areas: Conflict ManagementLeadershipPlanning and EvaluatingProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
