This position is located with the Bureau of Indian Affairs, Northwest Region, Division of Trust Services, Branch of Natural Resources in Portland, Oregon and Vancouver, Washington. Duties

Serve as a Fisheries Biologist responsible for technical assistance and monitoring plans and programs related to Indian fisheries program. Prepare and submit program budgets, goals and objectives to conform available funds to comply with policies, standards and procedures. Recommend actions relating to litigation and negotiation support concerning fisheries program activities. Monitor anadromous fisher regulatory actions of the region to ensure regulations do not deprive Indians the opportunity to harvest their share of the fish resource. Responsible for managing budgets, and prepare annual budget estimates and distributions based on allotted funds. Serve as Awarding Officials Technical Representative during award, administration, and monitoring contracts and grants. Prepares, conducts or coordinates consultation required by Section (7) of the Endangered Species Act for actions taken by or on behalf of the BIA effecting listed marine and fresh water aquatic species.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions for this series in conjunction with the Individual Occupational Requirements for GS-0482 series). BASIC REQUIREMENTS for Non-research Positions: A. Degree: major in biological science that included: At least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and At least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic subjects may be used to meet this requirement when appropriate.) OR B. Combination of education and experience: courses equivalent to a major in biological science (i.e. at least 30 semester hour), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education. ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following: SPECIALIZED EXPERIENCE GS-12: I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-11 in the Federal Service (obtained in either the public or private sector). Specialized experience in development and management of fishery programs; serve as an advocate for treaty fishing rights and maintain a current understanding of the social/political, and legal issues, and associated technical arguments of the program; managing program budgets, preparing budget estimates and distributing based on allotted funds; providing guidance and technical assistance to fishery program activities related to trust resources. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
