As a Safety and Occupational Health Manager serve as lead expert guidance to improve fire and safety characteristics within buildings and prevent injuries, fatalities, and property damage. This position is located in General Services Administration (GSA), Public Buildings Service (PBS) of the National Capital Region (NCR). We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Utilizes GSA personnel and contract services, schedules surveys of Federally owned and controlled buildings and GSA worksites to assess for OSH and environmental hazards including adequacy of ventilation, condition of electrical system, arc flash hazards, roof fall protection methods and criteria, antenna RF hazards, confined space regulations and marking, walking and working surfaces, protective devices, noise levels, exposure to mechanical parts, lighting, workstation design, Personal Protective Equipment (PPE), and medical surveillance programs, crane lift safety, scaffolding requirements, and IAQ indicators'. Planning, managing, and directing facility safety Occupational Safety and Health (OSH) Programs within the NCR area of geographic responsibility which are designed to ensure incorporation of efficient and effective program provisions for GSA controlled facilities, and GSA employees. Assists in establishing and maintaining a viable facility safety and industrial hygiene program for the protection of the Federal workforce within GSA-owned and leased buildings, vehicles, and alternate worksites against injuries or illnesses resulting from unsafe work conditions, processes, practices, or the use of hazardous agents. Applies a thorough knowledge of OSH, industrial hygiene, and environmental policies, practices, and principles. Provides consultation and assistance to all levels of line and staff management. Applies a systematic approach to identifying and solving OSH problems through inspections and medical monitoring, encouraging employee participation in loss control methods such as awareness of hazards associated with warehousing, chemical handling, police operations, vehicle operations, and hazard identification and abatement.  As the lead technical specialist, provides expert advice on specific tasks and makes available written instructions, reference materials, and any other relevant background material on specific assignments.

  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable

Qualifications

Specialized experience is work performed with Federal, state and local governments in managing and implementing occupational safety and health programs to include industrial hygiene and hazardous materials. This experience must include planning and developing training, guidance and procedures for such programs; providing technical guidance to management, building occupants, and others in relation to health and safety inspections and surveys; and interpreting and ensuring compliance with the Occupational Safety and Health Act of 1970 (OSH Act) and other relevant safety and occupational health laws and regulations.
