Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an HR Specialist (Classification Recruit & Placement), you will:
Serve as a recognized expert consultant and seasoned analyst and advisor to managers, supervisors, administrative officers, and other human resources managers, supervisors, and employees in assigned field or headquarters offices, in the areas of recruitment and placement, position management and classification, pay administration, and incentive awards involving major issues of potentially broad scope.
Provide seasoned consultative skill in resolving problems of significant breadth and complexity, which has not been susceptible to treatment by standard methods, may impact nationwide in terms of human resources services provided to program elements, and affect the manner in which HR performs its duties and provides HR services.
Provide customer service to managers, supervisors and employees on a variety of issues affecting human resources utilization, including position classification, position management, pay setting actions, staffing (including, but not limited to: special employment programs such as the Career Transition Assistance Program (CTAP) and the Interagency Career Transition Assistance Program (ICTAP) for Displaced employees, merit staffing, Delegated Examining Unit (DEU) Authority for positions ranging from Grades GS-1 through GS-15), internal placement, and personnel payroll processing.
Play a lead role in projects assigned, which may affect, for example, the nature of, or modifications to, automated systems utilized for HR purposes; methods of recruitment within a program element, or program office, either in Headquarters or Field-wide; or classification issues of comparable complexity and scope.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
Providing operational services or technical advice on issues to agency programs related to classification, position management, recruitment and staffing and personnel actions processing; AND
Communicating standard operating procedures, action plans, policy, etc. to overcome compliance, efficiency, or effectiveness barriers related to Human Resource operational matters
OR Education: You may substitute education for general or specialized experience as follows:
Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.
For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
Providing operational services or technical advice on issues to agency programs related to classification, recruitment and staffing and personnel actions processing.
OR Education: You may substitute education for general or specialized experience as follows:
A Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree; or an LLB or JD, in a related field.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
