Duties

Serves as the DLA Human Resources Information Systems technical authority for the HR system reporting infrastructure and the automated update capability, troubleshooting, advising, and resolving a wide range of complex issues. Uses a wide range of HR practices, laws, and regulations to analyze and interpret system requirements and changes impacting HR policies, processes, and procedures, and recommends action to all levels of the DLA HR community. Identifies areas where automation can eliminate or reduce labor-intensive HR manual processing or enhance current automation systems and develops standard operating procedures and user documentation to support user understanding of automated tools. Works in relational database management systems (Oracle and other data systems) to store, retrieve, update, and delete data. Uses automated functional and regression test software such as Unified Functional Testing (UFT), Visual Basic (VB), and JavaScript (JS) to write and run scripts for updating and processing personnel records and actions. Designs web-based apps through use of low code and no code technology (Oracle Application Express (APEX) and Microsoft PowerApps) to automate the collection, transformation, and delivery of HR operating data. Applies superior analytical skill to developing Defense Civilian Personnel Data System (DCPDS) or other personnel data systems logic and/or troubleshoot system issues. Uses effective project management to weight competing demands, set priorities, and ensure assignments are executed within established timeframes; serves as Contracting Officer Technical Representative for projects involving contracted work.

Qualifications

To qualify for a Human Resources Specialist (Information Systems) your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Analyzing the Defense Civilian Personnel Data System (DCPDS) or other Personnel Data Systems for deficiencies and recommending improvements to processes; - Identifying areas where automation can eliminate or reduce labor-intensive HR manual processing and designing solutions; - Developing standard operating procedures and documentation to support user understanding of HR systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
