This position is located in the Small Business Administration, Office of General Counsel in Washington, D.C. This position serves as the Agency-wide subject-matter expert on a wide range of complex, often unprecedented, and highly sensitive ethics issues that have a significant impact on Agency operations.
Duties
This position is ONLY open to surplus and displaced Small Business Administration employees eligible for the Career Transition Assistance Program (CTAP); displaced Federal employees in the local commuting area eligible for the Interagency Career Transition Assistance Program (ICTAP); and VEOA eligibles.
To be eligible for CTAP or ICTAP consideration, you may only apply for a position that is at or below the grade level, and does not have greater promotion potential, of the position from which you are being (or have been) separated.
Duties:
Serves as the subject-matter expert for the financial disclosure program; implements and manages a system for compliance with the public and confidential financial disclosure requirements of the Ethics in Government Act.
Develops and implements policies, systems, and procedures for the functioning and maintenance of the public and confidential financial
disclosure report systems.
Analyzes public and confidential financial disclosure reports filed by top-level Agency officials and mid-management employees for potential and actual conflicts of interest.
Ensures that reports are compliant according to regulations and policies implemented by the Office of Government Ethics (OGE).
Drafts counseling letters and/or meets with filers to advise on potential conflicts of interest.
Coordinates, researches, integrates and/or consolidates complex ethics problems and program requirements particularly in the context of establishing new efficiencies, performance measures, and data gathering systems.
Requirements
- You must be a U.S. Citizen.
- Appointment will be subject to the applicant's successful completion and favorable adjudication of a background investigation.
- You may be required to serve a one-year probationary period.
Qualifications
GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector, which must include: (1.) Serving as a subject-matter expert for the agency's financial disclosure program and experience assessing organizational compliance with ethics-related laws and regulations and making recommendations for improvement for non-compliant program areas. These qualifications must be clearly referenced in your resume.
