Duties
This Program Manager position is located Acquisition Program Management, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Manages development of project management plans, including optimal schedules, cost, scope, acquisition plan, budget and quality control measures, for assigned program(s). Recommends appropriate acquisition strategies based on program/project requirements to achieve overall economies and program efficiency.
Oversees projects to ensure adherence throughout all phases to established scope, cost, timeframes; and performance requirements, and allocates funds consistent with fiscal policies and program requirements.
Provides guidance to functional managers on options for resolution of technical problems, conflicts, and controversial issues, ensuring issues are quickly resolved and impact to the project is minimized.
Leads Integrated Project Management Teams (IPTs) to develop requirements for contracts and manages contract performance, to include developing and maintaining artifacts and deliverables required by the DHS acquisition lifecycle.
Conducts studies and analyses that inform and support strategic decisions and recommendations for management.
Provides technical oversight and direction to other senior personnel and peer level supervisors to support execution of complex acquisition-related projects. Develops written documentation, presentations, and reports that achieve the purpose of the communication, adhere to applicable style guides, and are tailored for the audience.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Applying knowledge of contracting laws, rules, regulations, and policies to manage contracting administrative issues impacting the organization; and
Applying knowledge of requirements management tools and processes (e.g., requirements definition, work breakdown structures, progressive elaboration, performance-based acquisition, technical evaluation teams, and performance metrics and measures) to implement change management controls; and
Managing multi-million dollar contracts to make decisions, offer guidance, meet project lifecycle requirements, and provide updates to stakeholders.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
